1. Project description
The People’s Republic of China has received a grant from the Global Environment Facility (managed by the World Bank) for the Global Environment Facility grants China’s freight transport system efficient and green development system construction project, and now plans to use part of the grant funds in the "Weifang City Green Freight Demonstration Project-Urban Common Delivery Organization Mode" research results publicity training (contract number: CFT/CS-3-Weifang) qualified payment, this task is specifically implemented by the Weifang Project Management Office of the GEF High-efficiency Green Freight Project.
2. Main service content
"Weifang City Green Freight Demonstration Project-Urban Joint Distribution Organization Model" research results publicity training content includes: the overall publicity plan based on the research results of "Weifang City Green Freight Demonstration Project-Urban Common Distribution Organization Model". Mainly choose three kinds of publicity channels: online platform, car body advertisement, offline publicity training meeting. The three propaganda channels cooperate with each other in a unified pace to achieve the best results (see attachment: task outline for details)
The project is expected to start in January 2022 and be completed by the end of June 2022. Weifang City Project Management Office now invites companies that meet the required business scope and include publicity or advertising services ("intentional companies") to express their interest in providing services. Interested propaganda and advertising service companies should provide relevant information to prove that they have the qualifications and relevant experience required to perform the service. The shortlisting criteria are as follows, and no key experts will be selected during the shortlisting stage.
3. Shortlist review requirements
(1) Qualifications and experience
1) Independent social organization.
2) In the past six years, the intended companies have experience in publicity, promotion, training and other similar projects.
3) The project manager should have executed at least one similar project in recent years, have extensive project experience, and be able to participate in the entire project.
4) The intentional company demonstrates the functions of the online platform when submitting the letter of intent. The content of the demonstration function should include: homepage promotion and display, publication of publicity and training news, setting of publicity reports and display of the number of platform users, and record a U disk video demonstration in advance Documents, submitted when submitting the letter of intent. The length of the content does not exceed 3 minutes, and the video format is MP4.
5) Familiar with the situation of the project area/county and relevant national and local laws, policies and standards.
(2) Project organization and management ability
Intentional companies should have a clear understanding of specific publicity and training packages, and put forward a reasonable design plan for the quality standards of publicity and training. Intentional companies should have strong project organization and management capabilities; ensure that tasks are completed on time; the project budget is reasonable.
The letter of intent should include at least the following content: company qualification certification documents, basic information introduction, video presentation documents, major related achievements in recent years (key pages of the contract or copies of certificates, etc.).
Intended companies submitting the letter of intent, please pay attention to the World Bank’s conflict of interest policy in paragraph 3.14, 3.16 and 3.17 of the third section of the World Bank’s "Investment Project Loan (IPF) Borrower Procurement Rules" in the November 2020 edition.
Intentional companies cannot join together in the form of a consortium or consulting subcontracting agreement to strengthen their qualifications. The selection of the intended company will be carried out in accordance with the selection method based on the CQS of the intended company in the World Bank’s procurement rules.
