Terms of Reference  

Introduction

The Ministry of Agriculture is seeking a qualified and experienced  Senior Procurement Officer (nationally recruited position engaged on individual contract), as part of the Agriculture Sector Coordination Division for monitoring and management of the Agriculture Sector Plan (ASP) implemented through sector projects such as the Samoa Agriculture and Fisheries Productivity & Marketing Project (SAFPROM). The Senior Procurement Officer will report through the Principal Procurement Officer (PPO) to the Assistant CEO Agriculture Sector Coordination Division / Sector Coordinator within the Ministry of Agriculture and Fisheries. The Senior Procurement Officer will work closely with all sector agencies as well as the Procurement Specialist within the Centralized Technical Services Support Unit under the Ministry of Finance. The Senior Procurement Officer will focus on facilitating and implementing of procurement activities relating to all World Bank-financed projects in the sector, starting with the SAFPROM. The objectives, key tasks & duties and deliverables of the Principal Procurement Officer are outlined below.

Objectives

The objectives of the Senior Procurement Officer role is to support the Principal Procurement Officer (PPO); to coordinate, initiate, facilitate and manage the implementation of the full procurement process through the provision of project management support for all World Bank financed procurement activities in the Agriculture Sector.

Duration

The consulting assignment will be for an initial period of three years (full time), is subject to a probationary period of six months, and may be extended until the end of the project which is June 2025 (subject to available funding, satisfactory performance, and an ongoing need). 

Key Duties & Roles

• To support the PPO to facilitate and provide hands on support to the relevant sector agencies in relation to World Bank financed procurement activities and matters in accordance with Government of Samoa’s National Procurement Guidelines, relevant legislation requirements, Project Procurement Strategy for Development and approved Procurement Plan, Project Operational Manual/Standard Operations Manual, and World Bank Procurement Regulations for IPF Borrowers.
• To work with the PPO to assist and support the Implementing Agencies in strengthening staff capacity on procurement activities in order to enhance procedural compliance.  For capacity building the PPO may support sector activities not limited to those financed by the World Bank. 
• To assist the PPO and to work in collaboration with all relevant line agencies in the sector in preparation of all procurement documents, bidding documents, evaluation reports and draft contracts, publications and advertisements for World Bank financed activities.
• As directed provide secretariat support to the various evaluation committees.
• As directed liaise and support the Implementing Agencies in obtaining relevant approvals from National Tenders Board and World Bank for World Bank financed activities.
• Assist the PPO for World Bank financed sector projects to update the Project Procurement Strategy for Development in consultation with the Implementing Agencies and as agreed by the World Bank.
• As directed upload the procurement activities into the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) system for each World bank financed Project (noting that only those activities that are loaded into and approved via STEP may be undertaken).
• Assist the PPO to maintain all official records relating to procurement activities of sector projects (for World Bank financed Projects this includes as a minimum all documentation necessary for procurement review by the World Bank (Prior & Post)).
• At the direction of the PPO contribute to the preparation of the quarterly progress report for sector projects (SAFPROM) and other sectoral reports.
• At the direction of the PPO contribute to the annual workplan & budget of the ASCD and quarterly updates on implementation.
• At the direction of the PPO contribute to the preparation of the capacity building plan for sectoral capacity development in relation to procurement (not limited to World Bank financed activities).
• Participate in all missions, reviews, consultations and meetings for sector projects.

• Quarterly Project procurement progress reports.

Selection Criteria

• Graduate with a degree in a relevant discipline (eg: commerce, engineering, finance, procurement, business administration)
• Ideally 3 years of demonstrated operational experience in the Government of Samoa’s and World Bank’s (or other development partners) procurement systems & procedures
• Demonstrated ability in overseeing project procurement activities
• Demonstrated ability to work in a challenging environment and as part of a team
• Demonstrated ability to meet set deadlines and deliver results
• Must be familiar with Microsoft office suite – MS Excel, MS Word, etc.
• Must be effective in reporting and communication skills – oral & written
