Terms of Reference
Introduction
The Ministry of Agriculture is seeking a qualified and experienced Senior Procurement Officer (nationally recruited position engaged on individual contract), as part of the Agriculture Sector Coordination Division for monitoring and management of the Agriculture Sector Plan (ASP) implemented through sector projects such as the Samoa Agriculture and Fisheries Productivity & Marketing Project (SAFPROM). The Senior Procurement Officer will report through the Principal Procurement Officer (PPO) to the Assistant CEO Agriculture Sector Coordination Division / Sector Coordinator within the Ministry of Agriculture and Fisheries. The Senior Procurement Officer will work closely with all sector agencies as well as the Procurement Specialist within the Centralized Technical Services Support Unit under the Ministry of Finance. The Senior Procurement Officer will focus on facilitating and implementing of procurement activities relating to all World Bank-financed projects in the sector, starting with the SAFPROM. The objectives, key tasks & duties and deliverables of the Principal Procurement Officer are outlined below.
Objectives
The objectives of the Senior Procurement Officer role is to support the Principal Procurement Officer (PPO); to coordinate, initiate, facilitate and manage the implementation of the full procurement process through the provision of project management support for all World Bank financed procurement activities in the Agriculture Sector.
Duration
The consulting assignment will be for an initial period of three years (full time), is subject to a probationary period of six months, and may be extended until the end of the project which is June 2025 (subject to available funding, satisfactory performance, and an ongoing need).
