1. The Government of Pakistan has received financing from the World Bank toward the cost of the Sindh Irrigated Agriculture Productivity Enhancement Project (P145813) to improve water and agriculture productivity for small and medium size farmers in Sindh , and intends to apply part of the proceeds toward payments under Call-off Contracts that may be awarded under the Framework Agreements (FAs) for the Supply and Installations of Drip Kits, seeds/seedling/saplings and fertilizers for the Kitchen Gardens concluded through this RFB Primary Procurement process.
2. The Procuring Agency is undertaking the Primary Procurement with a view to concluding Framework Agreements. The Procuring Agency is the sole Purchaser under the Framework Agreement. The Procuring Agency now invites sealed Bids from eligible Bidders for the Supply and Installations of Drip Kits, seeds/seedling/saplings and fertilizers for the Kitchen Gardens.
3. The Framework Agreements to be concluded will be Single-User. The Single-User entitled to purchase under the Framework Agreements is Project Director – Project Implementation Unit (PIU) Sindh Irrigated Agriculture Productivity Enhancement Project.
4. The Framework Agreements to be concluded will be multi-Suppliers.
5. The selection of a FA Supplier to be awarded a Call-off Contract will be done through a Secondary Procurement process as defined in Framework Agreement. However, the conclusion of a Framework Agreement shall not impose any obligation on the Procuring Agency, including participating Purchasers, to purchase Goods under a Call-off Contract. The conclusion Framework Agreement does not guarantee that a FA Supplier will be awarded a Call-off Contract.
6. Bidding will be conducted through single stage single envelope National Competitive Basis (NCB) in accordance with paragraph 3.3 of Guidelines Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011 and revised in July 2014).
7. There are two lots and Bidders should submit Bid for one or more lots (Lot – I or Lot – II or both lots). The detail of lots are below:
Lot – I: Drip Kit + Tool Kit (details as per the bidding documents).
Lot – II: Inputs comprising of Seed, Fertilizer and Micro Nutrients (details as per the bidding documents).
8. The Framework Agreement shall be till November 30, 2022 . The initial term may be extended by a maximum of one year in case the Project closing date is extended.
9. The Primary Procurement shall establish a Closed Framework Agreement.
10. Interested eligible Bidders may obtain further information from Procurement Specialist, PIU, SIAPEP and inspect the Bidding document during office hours from April 29 to June 02, 2022, (Monday to Friday 9.00am to 5.00pm - official working days only) at the address given below. The deadline date for Issuing the Bidding Document is one (01) working day before the opening date.
11. For this particular procurement activity, Project will arrange an open house information session at Project Directorate Project Implementation Unit, Sindh Seed Corporation Ground Floor Main Hussainabad Road, Hussainabad Hyderabad , on May 17, 2022 wherein any potential supplier / firm can attend and participate. The venue and time shall be separately notified / uploaded to project website: www.siapep.org.
12. The Bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Rs. 4000/- The method of payment will be a bank draft made out in favor of Project Director, SIAPEP. The document will be sent by courier/speed post with an additional cost of Rs. 1000/- or by self-received from PIU-SIAPEP Office.
13. Bids must be delivered to the address below on or before June 03, 2022 by 11:00 am which will be opened at 11.30 am on same day. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on following day at the appointed times.
