The Federated States of Micronesia has received financing from the World Bank toward the cost of the Sustainable Energy Development and Access Project (SEDAP) and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) includes supporting the Project Manager in the day-to-day operations under the project and further liaise with other employees at R&D, consultants, Central Implementation Unit (CIU) and Department of Finance and Administration (DoFA staff and representatives of the states on administrative, finance and procurement requirements of the project under the direction of the Project Manager.

 

The detailed Terms of Reference (TOR) for the assignment can be found attached to this announcement.

 

The Department of Resources and Development now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc. and the details of two references). The criteria for selecting the Consultant are:

 

Mandatory Requirements (EOI should address how the candidate meets each mandatory requirement)

  • Associate degree in related field, Bachelor preferred
  • At least 3 years of experience in office administration
  • Excellent computer and Microsoft software skills – Especially on Word and Excel
  • Ability to speak fluently and write in the English language

 

Desirable Requirements (EOI should address how the candidate meets each desirable requirement)

  • Fluency in an indigenous language of the Federated States of Micronesia
  • The ability to create and make presentations in the English language
  • Excellent organisational skills, structured and motivated working attitude

TERMS OF REFERENCE

 

Project Officer – Sustainable Energy Development and Access Project (SEDAP)

Energy Division, Department of Resources and Development

LOCATION: Department of Resources and Development, Energy Division, Project Implementation Unit

DURATION: Initial contract duration of one year (full time) with a six-month probation period. Potential to extend based on satisfactory performance.

  1. Background

The Department of Resources and Development is responsible in supporting and managing the development of the nation’s economy and utilization of its natural resources in a sustainable manner. The Department is also responsible for assisting/coordinating with the States of Chuuk, Kosrae, Pohnpei and Yap to develop their economies by focusing on the four priority sectors of Agriculture, Energy, Fisheries, and Tourism.

FSM R&D’s Energy Division is looking for an energetic person with excellent organizational skills and a positive attitude to provide administrative support to the Sustainable Energy Development and Access Project (SEDAP). The incumbent reports to SEDAP Project Manager. Candidates should be able to assist SEDAP management by handling office tasks, being well prepared and responsive, making reservations or travel arrangements, and generally being a helpful and positive presence in the workplace.

  1. Duration:

This is a contracted position for a one-year duration with the possibility of extension subject to the needs of the project and the incumbent’s performance.

  1. Purpose and Objectives of Role

The purpose of the role of the Project Officer is to provide organized and efficient office support to the PIU. The objective of the role of the Project Officer is to adhere to policies of the National Government while providing administrative support.

  1. Scope of the Assignment

The Project Officer will work Monday through Friday, eight hours per working day, to provide administrative support to the PIU and coordinate administrative and financial processes with the Central Implementation Unit (CIU).

  1. Expected Outcomes

The Project Officer will provide the following outcomes:

  • Organized and efficient administrative processes and actions that adhere to National Government policies
  • Improved support to state utilities

F. Project Officer Duties:

  • Maintain and organize records and filings of all administrative actions
  • Assist with the development and completion of procurement documents
  • Coordinate work with CIU to process financial requests and invoices
  • Make travel arrangements for members of the PIU and Energy Division
  • Assist with the collection of data and the drafting and editing of reports
  • Maintain regular contacts with utilities engineering units
  • Other administrative support duties as assigned
