Project Overview and Role:

The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA) is a multi-year development program working to accelerate poverty reduction through inclusive economic growth. PRISMA adopts a market systems development approach by partnering with key stakeholders to improve agriculture market efficiency and sustainably benefit the poor. The program aims to achieve an income increase for a total of 1,000,000 smallholder farming households by 2023. It operates in six provinces of Central Java, East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), West Papua, and Papua.
PRISMA works in the mung bean sector, a crop that is showing promising growth. Tapping into this opportunity, PRISMA needs to understand the downstream market of the industry better, i.e., off-taking, to identify obstacles in production and distribution. This plan includes understanding harvesting and post-harvesting practices that contribute to product quality. The exploration will include external circumstances influencing the result.

Primary Duties and Responsibilities:

This research aims to understand better the downstream market of the mung bean sector in Indonesia. Details include:

Strengthening and sharpening the mung bean off-taking study research design
Charting the mung bean market landscape both from the upstream and downstream level
Defining demand specifications, including quality requirements and standards for each mung bean product, i.e., sprout market demand, food processing industry, SME, and retails.
Understanding mung bean price formation on each level of the supply chain and its influencing factors.
Understanding the Indonesia mung bean supply chain and off-taking process.
Identifying mung bean sourcing strategy.

The expert is expected to provide these services, including but not limited to:

Assist PRISMA in conducting mung bean off-taking study, including but not limited to:
Provide input for the research design and data collection
Review and analyse primary data (from interviews and surveys)
Through primary and secondary data research, support in identifying mung bean-based products’ market size and competitiveness.
Provide analysis of mung bean price formation and demand specification on each market actor
Provide analysis of mung bean specifications, including quality requirements and standards for each mung bean product, i.e., moisture standard, uniformity standard, purity standard,
Provide analysis of different demand sources, i.e., sprout market, food processors, industry, SME, and retails.
Provide recommendations for the ideal supply chain model for mung bean sourcing strategy.
As a resource person in the workshop, share the results and analysis from the data collection process.
The consultant is to provide comprehensive information regarding the mung bean local market, export and import market, and food industry in Indonesia. The consultant will have 5-month starting in November 2022. The consultant will provide comprehensive data to determine whether the draft scope of services in Appendix 1 is feasible and to find a new market insight. No preparatory work is required beforehand.

Required Qualifications:

The assignment requires an expert with the following qualification:

Experienced in conducting supply chain analyses. Having knowledge of mung bean and its derivatives is preferred.
Excellent analytical and diagnostic skills with the ability to think strategically and constructive problem-solving.
Demonstrable knowledge and experience working with farmers, aggregators, agribusinesses, traders/exporters/importers, food industries, and other agriculture market stakeholders.
Excellent Indonesian language skills (verbal and written).
