 Primary Duties and Responsibilities: 

Position Overview

Reporting to the director of Monitoring, Evaluation, Learning and Informatics the Digital Health Manager is a member of the MEL and Informatics team that supports all TIENI digital health projects including supporting the designing, development and configuration of the TIENI data tracking system, supporting the development of MoH priority digital health products and supporting their implementation through collaboration with the Digital Health Division (DHD) in the MoH and advise on additional digital health products to consider to improve service delivery. Works with project TIENI staff to analyze the performance of the existing digital health platforms and inform programmatic direction.

Roles and Responsibilities

TIENI Program data system, management, and support

Lead the development of TIENI digital health products including the development of the TIENI program information management system for indicators at different levels in DHIS2/Comcare or other platforms.
Test and configure TIENIs program information system (Categories, Data Elements, Data sets, Events and Tracker programs, indicators, users, org units, etc.)
Import and export metadata across servers.
Manage database cloud server.
Create and maintain data validation rules and quality control checks.
Provide capacity building to strengthen TIENIs data management system.
Document TIENIs information management system procedures and processes.
Support the creation and maintenance of visualizations and dashboards for easy data sharing.

Support MoH Digital Health Interventions

Support and coordinate with DHD, CHSS, and CMED in rolling out Integrated Community Health Information System iCHIS.
Support and participate in the development of iCHIS modules.

Coordinate the development of TIENI digital health products including the development of the Family Planning Module.
Collaborate with DHD, CHSS, DHMT to ensure data analysis tools for iCHIS are developed/updated and used at all relevant levels to inform iCHIS progress.
Strengthen and support the maintenance of the Integrated Supportive Supervision system.
Support the rollout and capacity building of ISS in the TIENI-supported districts.
Support the development and rollout of the Quality Improvement information system and dashboard.
Support implementation of updates in MoH HMIS (DHIS2).
Identify issues, risks and benefits of existing digital health products and solutions and outline business impact.
Support interoperability efforts and harmonization of different platforms. iCHIS – HMIS and other relevant platforms.

Required Qualifications:

Degree in computer science, Informatics, Information Technology, or a related field.
At least 5-7 years of experience and proven responsibility to develop digital health products and implementation of digital health solutions.
Experience with the development of the DHIS2 tracker.
Experience with general-purpose programing language eg Python.
Experience with SQL queries and large database management.
Demonstrated ability to develop digital tools and products.
Knowledge of district-level service delivery networks and systems.
Experience in interacting with host country agencies, including central and local government, development partners, civil society, and community-based organizations.
Demonstrated oral and written communication skills, and the ability to develop and deliver technical presentations.
Experience in setting and managing project-level learning agendas.
Demonstrated experience in working on USAID project and working the Ministry of Health at national and district level.
