Description

The Socialist Republic of Vietnam has received aloan No. 8041-VN from the International Bank for Reconstruction and Development towards the cost of Trung Son hydropower project.It intends to apply part of the proceeds ofthis loan to payment for eligible costs of packages C-EMP-04.2 "Consultant for scalingup CLIP packages".

General information on the project and theconsulting service:

Trung Son hydropower project is built on the Mariver, in territory of Trung Son commune, Quan Hoa district, Thanh Hoa province. According to current estimation, there is a totalof 2,327 households including 10,591 peopleto be affected by the project as a whole. It is estimated that approximate 99% of thehouseholds are from ethnic minorities, of whom majority comes from Muong, Thai and Mong ethnic minority groups. A Resettlement,Livelihoods and Ethnic Minorities Development Program (RLDP) is developed to mitigate adverse impacts on lives and livelihoods ofaffected households.

RLDP includes 3 plans and 1 supporting activity: (i) Resettlement Plan (RP) of main project (dam and associated works) is designed to providefull compensation to all individuals losing houses, land or other livelihood assets due to impacts of reservoir, construction siteor downstream site; (ii) Community Livelihoods Improvement Plan (CLIP) enhances capacityof communities affected by resettlement to restore and improve their livelihoods; (iii) Ethnic Minorities Development Plan (EMDP) sets up a consultation and participation framework for use in all activitiesof RP and CLIP, and sets up measures to mitigate risks for ethnic minorities, especially in health and culture; and (iv) Management and Communication Activity provides capacity of management, communication and acomplete monitoring and evaluation system.

CLIP of theproject is divided into 2 phases: Pilot phase (from August 2012 to October 2013 in 5 CLIP points) and scaling up phase (fromOctober 2013 to October 2016). Experience from the pilot phase will serve as basis for better livelihood planning andimplementation in subsequent years of the scaling up phase. The scaling up phase will focus on 3 main activities: farming,livestock, and non-agricultural activities and market development.

Consulting services will include: (1) productionimprovement activities to be implemented in each village; (ii) Service center which organizes and provides non-technical servicesto households including orientation, creditfacilitation, access to vocational training and access to employment on the project, andfacilitation of enterprise development; and (iii)Technical support: a teachnical assistance team to be established toassist in livelihood activities of the scaling up phase over 3 years from October 2013 to end of 2016.  

Trung Son HydropowerCompany Limited (TSHPCo) would like to invite Expression of Interest (EoI) from eligible consulting firms for supply of theaforementioned services with information to prove: (1) Eligibility; (2) Experience of having performed similar assignments;(3)Qualification and experience of staff and other relevant experience.
