This public service contract concerns the provision of technical expertise in Opportunity-Driven Skills Development (VET) and Employment under the Team Europe Initiative on Opportunity-Driven Skills, VET and Employment (TEI OP-VET).The Team Europe Initiative on Opportunity-Driven Skills, VET and Employment (TEI OP-VET)aims to strengthen skills development and vocational education and training (VET) systems in Sub-Saharan Africa (SSA). It addresses the skills needs associated with the EU Global Gateway strategy and other flagship initiatives while enhancing the employability of women and men across the region. The Initiative is implemented by a consortium of European agencies, including Enabel, Expertise France, EDUFI and GIZ. It is structured around three complementary pillars, of which Pillar 1 is dedicated to the Technical Assistance (TA) Facility. The TA Facility supports EU Delegations (EUDs) and EU Member State agencies in reorienting sectoral, skills development, VET and private sector development (PSD) projects and programmes towards concrete employment opportunities, particularly those generated by private investment and market dynamics. This approach represents a shift from traditional supply-driven interventions to an opportunity-driven model that is closely aligned with labour market needs and the employment potential created by Global Gateway investments and other EU–Africa flagship initiatives. Within this framework, Enabel seeks to contract a Second Technical Expert in Opportunity- Driven Skills Development (VET) and Employment to provide specialised technical expertise in support of the preparation, implementation and follow-up of selected Technical Assistance interventions under the TEI OP-VET Technical Assistance Facility.Contract Support Manager – Global Projects
