Norwegian Church Aid (NCA), in partnership with the International Planned Parenthood Federation (IPPF), is implementing a DG ECHO-funded project aimed at strengthening the integration of Adolescent Sexual and Reproductive Health (ASRH) within multisectoral humanitarian responses. As part of this initiative, NCA and IPPF are developing a comprehensive training programme and practical guidance to support humanitarian practitioners in integrating ASRH considerations across sectors, including health, protection, gender-based violence (GBV), education, water, sanitation and hygiene (WASH), and other humanitarian programming areas.
To support the dissemination, sustainability, and global accessibility of these learning resources, NCA seeks to contract a qualified e-learning provider to design, configure, host, and maintain an online learning environment that will house the training materials developed. The platform will enable self-paced learning, peer exchange, knowledge sharing, and participant feedback while ensuring a user-friendly and engaging learning experience.
The purpose of this consultancy is to establish and manage a dedicated online learning space that hosts the ASRH training programme and associated learning resources. The selected provider will design an engaging learning environment, upload and organise materials provided by NCA, and ensure that participants can easily access learning content, interact with peers, and document their learning experiences.
The platform should support open-access participation and facilitate learning, reflection, and knowledge exchange among humanitarian practitioners globally.
· Create a dedicated online learning space for the ASRH training programme.
· Organise and present learning materials in a structured, accessible, and engaging manner.
· Provide learners with opportunities for interaction, reflection, and peer-to-peer exchange.
· Establish mechanisms for participant assessment, monitoring, feedback, and course evaluation.
· Ensure long-term accessibility and sustainability of the training resources.
Platform Design and Configuration
· Create a dedicated online training space for the ASRH course.
· Develop a user-friendly interface consistent with adult-learning principles.
· Configure the course structure for two to three training days of content, up to six learning modules, and self-paced navigation.
· Ensure compatibility with desktop, tablet, and mobile devices.
Course Content Integration
· Upload and organise all training materials provided by NCA, including presentations, reading materials, handouts, technical annexes, videos, case studies, reference documents, practical tools, and job aids.
· Structure content according to the agreed learning pathway.
· Ensure all uploaded materials are accessible and downloadable where appropriate.
Learning and Assessment Features
· Configure pre-course assessments, post-course assessments, module completion tracking, knowledge checks, and quizzes.
· Generate automated completion records and certificates, where feasible.
Community Engagement and Knowledge Exchange
· Create an online discussion forum where participants can share experiences, ask questions, exchange promising practices, and discuss application of learning in humanitarian settings.
Reflection and Feedback Mechanisms
· Create a dedicated learner reflection section, including course journals, learning reflections, and experience-sharing spaces.
· Develop an end-of-course feedback mechanism capturing learner satisfaction, relevance of content, suggestions for improvement, and intended application of learning.
Technical Support
· Provide onboarding and orientation for NCA administrators.
· Offer technical support during platform development and launch.
· Address technical issues identified during testing and final deployment.
