RECRUTEMENT D’UN OPERATEUR DANS LE CADRE D’UN CONTRAT DE SERVICES AUPRÈS D’EAGB (Electricidade e Águas da Guiné Bissau)

Le Gouvernement de la Guinée-Bissau a reçu un financement de l’Association internationale de développement (IDA), et a l’intention d’utiliser une partie du montant de ce don/crédit pour effectuer les paiements au titre d’un Contrat de Services auprès d’EAGB (Entreprise d´Electricité et Eau de la Guinée-Bissau). Ce contrat est un instrument destiné à améliorer les performances techniques, opérationnelles et financières d’EAGB dans ses deux secteurs d’activité (eau et énergie).

EAGB est une société publique, opérant dans le secteur de l’eau et de l’énergie, actuellement exclusivement pour la ville de Bissau. Ses performances actuelles ne permettent pas de rendre un service d’accès à l’eau et l’électricité satisfaisant et sa situation financière est particulièrement défaillante. Le Gouvernement de Guinée-Bissau, dans le cadre d’un financement de la Banque Mondiale, a décidé de recourir au recrutement d’un opérateur spécialisé dans les services d’eau et d’énergie pour l’appuyer à améliorer les performances d’EAGB, au travers d’un Contrat de services pour une durée de trois ans.

Le contrat de service a pour objet de renforcer les capacités d’EAGB dans certaines fonctions clés (techniques, commerciales, financières, …) qui constituent des domaines critiques pour son redressement, en vue d’atteindre les résultats attendus dans le cadre du contrat de performances que le Gouvernement envisage de conclure avec EAGB.

En vertu du contrat de service, le Contractant fournira deux types de prestations à EAGB : (i) des prestations de management (dont le poste de Directeur Général) au titre desquelles le Contractant s’engage à mettre en œuvre les moyens, notamment les cadres et experts, prévus par le Contrat afin de renforcer les capacités de l´EAGB et lui permettre d’atteindre les objectifs qui lui sont assignés. Ces prestations de management sont essentiellement fournies par des cadres permanents (postes de direction) et, par des cadres en missions intervenant temporairement ; il s’agit d’une obligation de moyens, et (ii) des produits au titre desquels le Contractant s’engage à exécuter les prestations décrites par le Contrat et à fournir les livrables correspondants ; pour ces produits, le Contractant a une obligation de résultat.

L´Unité de Mise en Œuvre du Projet d´Urgence pour l´Amélioration des Services d´Eau et Electricité (PUASEE) invite, au nom du Gouvernement, les candidats intéressés à fournir les services ci-dessus à manifester leur intérêt, en français. Les candidats intéressés doivent fournir les informations indiquant qu’ils sont qualifiés pour exécuter les services demandés dans les secteurs de l’eau et de l’énergie (brochures, références concernant l’exécution de contrats analogues, expérience dans des conditions semblables, organisation managériale et la disponibilité des connaissances nécessaires parmi le personnel, etc.). Les consultants peuvent s’associer pour renforcer leurs compétences respectives.

Un consultant sera sélectionné en accord avec les procédures définies dans les Directives: Sélection et Emploi de Consultants par les Emprunteurs de la Banque mondiale[i], édition courante.
