Description:
The Tanzania Country Programme (TCP 2014-2018) amounts to DKK 1.950 million. It consists of a development contract appropriated as sector budget support on economic management and fiscal governance (DKK 550 m.) and the following three thematic programmes (TPs):
1) health (DKK 550 m.),
2) governance and human rights ( DKK 250 m.) and
3) business sector support (DKK 600 m.).
In line with Danida’s Aid Management Guidelines (AMG), the review will assess the overall implementation of the country programme and its objectives, overall performance concerning progress and results achieved, challenges and developments in the political context and risk factors, management of the programme and projects - including financial management - and possible needs for adjustment. The review will assess the programme in light of the reduction in the annual disbursement frame. It will take into account programme updates and adjustments presented to the Danida External Grant Committee in May 2016 regarding the overall status of the programme. It will also consider the presentations of December 2016 and May 2017 respectively, regarding the redesign of the development contract. The findings and recommendations of the review will inform the strategic decisions regarding revisions, adaptations and changes for the further implementation of the programme.
The team of consultants will be led by chief adviser and task team leader, Henrik Vistisen of the Ministry of Foreign Affairs of Denmark (MFA). MFA staff are allocated towards the TPs on health and governance and human rights. Technical areas to be covered under the consultancy contract – and approximate input in hours – are as follows: 1 senior international consultant in respect of public financial management, tax, fiscal governance & research (180 hours). 1 senior international consultant in respect of business sector development (180 hours). 1 local consultant in respect of support to civil society organizations, governance and human rights (130 hours). One of the international consultants should be able to read and communicate in Danish. Both should be experienced in reviews according to the Danida Aid Management Guidelines and have English proficiency. All consultants should have considerable experience in their respective fields. Experience from other Danida project cycle tasks is an advantage. Experience from Tanzania is an advantage. In respect of the local consultant, fluency in Swahili and English is key. The total budget is maximum DKK 600.000. On 22 December 2017, shortlisted companies will be invited to submit proposal by 9 January 2018 at 1000 hrs DK time. The assignment will start 5 February 2018. The team will be fielded in Tanzania 25 February-10 March. The review report (draft) will be submitted no later than 23 March. The final report will be submitted one week after receipt of comments.
