1. The Government of Mozambique (GOM) has received financing from the World Bank toward the cost of the Integrated Feeder Roads Development Project (IFRDP), and intends to apply part of the proceeds for consulting services. The main objective is to provide the “Consultancy Services For Environmental And Social Management Plan For The Integrated Feeder Roads Development Projects (IFRDP) for Zambézia Province”.
The scope of the services under this assignment includes, but not limited to:
i) to assess the likely positive and negative impacts of the project on the environment (both biophysical and socio-economic),
ii) to identify measures to mitigate the impacts of the project on the natural and human environment
iii) to compare the advantages between different implementation options, including no-project option
iv) to assess the impacts of climate change on the project, and
v) to identify climate change adaptation measures that will increase the resilience of the road in front of hazards.
2. The National Roads Administration (ANE) now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
3. The evaluation of expressions of interest will be made on qualitative basis according to a robust matrix of strengths and weaknesses and the shortlist will be composed from the list of qualified individual consultants considering the following criteria:

4. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest. The Individual Consultant will be selected as set out in the Procurement Regulations.
5. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below on the Procurement Department during office hours, from 07:30 - 15:30 hour’s local time, Mondays to Fridays inclusive, except Public Holidays. Expressions of interest marked “Consultancy Services For Environmental And Social Management Plan For The Integrated Feeder Roads Development Projects (IFRDP) for Zambézia Province” should be delivered at the address below (in hard copy or by email) before 10:00 o’clock, Mozambique local time, on 28th August 2020.
