ORGANIZATIONAL CONTEXT
Under the overall guidance of the Unit coordinator and supervision of the Administrative and Finance Officer, the Administrative and Finance Clerk provides support to the Administrative and Finance Officer in the overall administration and execution of inter-related operational and logistical activities at the United Nations Centre for Human Rights and Democracy in Central Africa (UNCHRD-CA) and for the other countries under UNCHRD-CA mandate, ensuring high quality and accuracy of work. The Administrative and Finance Assistant promotes a client, quality and results-oriented approach, is responsible for effective and transparent utilization of financial resources and integrity of financial services and ensures effective delivery of a wide range of administrative and human resources services in compliance with the applicable rules and procedures.

Assist the Administrative and Finance Officer with procurement and logistics tasks

KEY DUTIES AND ACCOUNTABILITIES

This position is located at the United Nations Center for Human Rights and Democracy in Central Africa, in Yaoundé, the incumbent will perform the following tasks:

1.) Effective and efficient administrative and financial support services

Contribute to the work of the administrative and finance cluster as well as the implementation of office activities, as appropriate;
Assist in the administrative and financial aspects of the organization of workshops and trainings
Draft specific budgets and payment rosters for various activities both in Cameroon and in other countries of the sub region; ensure procurement and logistic requirement per activity;
Elaborate financial reports of activities and close activity’s budget;
Make sure vehicles are in good state and immediately operational; ensure constant fuel availability;
Prepare travel authorization and proceed with formalities of daily subsistence allowance payment
Ensure verification and payment of all local travel claims;

2.) Proper supply and assets management

Plan personnel needs, and supply by priority as approved and instructed by the Unit coordinator;
Ensure constant availability of office consumables;
Proceed with the items physical verification inventory, identify all assets with bar codes, and keep the inventory always updated;

3.) Support effective administrative and financial control in the office

Update the local expenditure monitoring table
Ensure proper archiving of financial documents in the shared folder
Draw the attention of the supervisor on possible budget overruns

4.) Assist the Administrative and Finance Officer with procurement and logistics tasks

Liaise with vendors to get quotations
Assist in the creation of vendor pro file of national staffs and service providers
Prepare documentation for the payments of services providers
Perform other tasks as requested by Regional representative and supervisors

REQUIREMENTS

Education

Completion of secondary education is required. (Baccalaureat or GC-A)

Experience, Knowledge, and Skills

Minimum 4 years of relevant professional experience in administration, general office management and/or logistics;
A good knowledge of United Nations rules and procedures would be an asset;
UN experience in such functions would be an asset;
Experience in handling of web-based management systems such as ATLAS, Umoja, would be an asset;
Good working knowledge of Microsoft Office (outlook, word, excel, power point,);
Fluency in English and French.
