Cambodian coordinator for laboratory strengthening

We are preparing a bid for the improvement of laboratories in Cambodia. The project will start late in August this year and run for 23 months.

Aim is to improve the capabilities of the laboratories supported to perform quality assured diagnostics. The capacity-development strategy is on the one hand geared to the development of national requirements for the human health laboratory system (strategies and guidelines, digitalization of the laboratory information system CamLIS -Cambodian Laboratory Information System). On the other hand, it comprises capacity-building measures (training courses, mentoring, development of SOPs) for 12 selected laboratories with a focus on national laboratory quality standards (aligned with ISO 15189 standard) and for seven  laboratories with a focus on COVID-19 PCR testing. To improve the ability of the system for self-guided learning, the project will support the development and institutionalization of an evidence-based, multi-level learning approach in the laboratory system (collaborative learning, on-site learning, peer review, online training).  

The Cambodian Coordinator for Laboratory Strengthening will be based in PP and :

Serve as the main liaison with government counterparts//Coordinate the support for the development or revision of lab policy, strategies, guidelines, training curriculum at selected labs // Support the MOH to conduct an intensive quality management system implementation training program on-site at the assigned laboratory using LQMS curriculum // Support the MoH in coordinating training and mentoring laboratory quality managers and laboratory staff on quality management practices and quality system implementation at focus laboratories //Support the MoH in the development of corrective action plans for each mentored laboratory // Support MoH in regular mentoring and monitoring of the  implementation of the corrective action plans, progress toward achievement of output indicators and collect project evaluation data. //  Support the MoH in the provision of training on universal biosafety and biosecurity principles and practices in focus laboratories; and to update the laboratory Biosafety manual in line with internationally benchmarked practices // Support coordination with fellow Laboratory mentors and other local partners involved in improving laboratory practice in Cambodia; support identification of areas for improvement based on lessons learned and support interventions to achieve project goals

The expert will preferably have a Master in Public Health and

• 12 years of professional experience in the Cambodian Public Health sector
• 3 years in interinstitutional cooperation
• 5 years of appropriate management experience
• 2 years in the development cooperation sector
