Project Description:

The 5th phase of the Sustainable Land Management Programme (SLM V), financed by the German Financial Cooperation and implemented by the Ministry of Agriculture of the Republic of Ethiopia, intends to reduce land degradation of the Lake Chamo Basin through sustainable land management and restoration measures in the basin area, thereby increasing livelihood- and food security of small farm households. The project area comprises 10 identified Woredas/special Woredas covering the entire catchment of Lake Chamo (Chamo Basin).

The FC measure under SLM V has three components

  1. Investments in integrated watershed- and landscape management;
  2. Capacity building, monitoring and knowledge management; and
  3. Project management.

Tasks and responsibilities:

The Financial Management Specialists will be responsible for the financial project operations of KfW-SLM V. Under the overall guidance and coordination of the international chief technical advisor and in close cooperation with the finance sections of the respective bureau, the financial management specialists will be assigned the following main tasks, in particular:

  • Set-up and maintain proper accounting records for the bureaus project financial transactions;
  • Prepare and submit monthly statements of expenditure (SOE) to the national SLMSU / international chief technical advisor;
  • Assist BoA / BoFED and WOA / WOFED in keeping adequate documentation of expenditures, bank reconciliation statements and any other supporting documents to account for the amount advanced;
  • Follow-up on contracts signed with private enterprises, suppliers and / or consultants at the regional level with regard to their validity, implementation and payments;
  • Prepare annual project budget for approval by the PCU;
  • Sign checks for authorized accounts and amounts;
  • Prepare monthly and annual cash flow projections and submit to the national SLMSU / international chief technical advisor for monitoring and effective disbursement of funds;
  • Avail all financial information and book of accounts of the respective bureaus’ project finance to auditors for effective and efficient auditing of the project accounts;
  • Give guidance on IDA / KfW audit and accounts guidelines to all implementing agencies of the project in the region and ensure that they adhere to the guidelines;
  • Ensure proper control over all project assets at the respective bureaus and for the maintenance of proper systems and procedures;
  • In collaboration with the Financial Management Consultant of the SLMSU already, arrange and provide training in finance and accounting to Woreda accountants and/or financial personnel.

Required profile / qualification

Candidates for the position of the financial management specialist should have at least an MA level degree in accounting/ financial management. Proficiency in computerized financial management systems is absolutely required. In addition to a minimum professional experience of 8 years, the financial management specialists should have sufficient experience in projects financed by external donors/ development partners (particularly the World Bank and preferably also German Development Cooperation / KfW) and their policies, procedures and operational guidelines for financial management. Good communication and training skills including the knowledge of the respective regional language are also essential.
