Qualifications and skills required:

Master's Degree in Social Sciences, Public Administration, Law, Political Science or related social sciences degree. PhD Degree will be considered an advantage.

General professional experience:

  • At least 12 years of relevant experience in public administration reforms design and/or management, be it at a national level.
  • Good knowledge of governance systems and dynamics and issues in the context of developing countries, including a good understanding of civil society participation

Specific professional experience:

  • At least 8 years of professional experience in designing and managing projects in the field of Good Governance in developing countries.
  • At least two assignments in project design/ identification and formulation in the area of Good Governance/Public Administration Reform.
  • Proven experience in the formulation of monitoring frameworks, including the formulation of indicators. Proven expertise on Results-Based Management.
  • Proven experience with a range of relevant methodologies for project formulation such as logical frameworks, stakeholders' analysis, use of and/or other relevant methodologies such as for example SWOT matrixes and/or theories of change.
  • Proven experience in applying the rights-based approach to formulation of development projects.
  • Experience using conflict analysis tools.
  • Experience with European Commission programming documents and procedures would be considered an advantage.
  • Strong presentation, organizational, reporting and communication skills.
  • Experience in South-East Asia and/ or the Philippines as an advantage

Language skills:

  • Excellent command of English is required, both written and spoken.
  • Experience in communication, negotiation and dialogue at high level.
