Description

Together with the deputy team leader the specialist shall be responsible for supporting the PIU in effective implementation of the CLHVCIP project in accordance with the project operational policies, standards, and targets. They shall ensure that the international and national consultant team members enable the PIU and respective PPIUs to achieve the project objectives through technical support for proper planning, technical execution, quality management, staff supervision and the effective engagement of relevant stakeholders.
The specialist will support the PIU Project Director and Project Manager in:
(i) Leading the preparation of the work and financial, capacity building, staffing and procurement plans in close collaboration with the PIU and PPIU project coordinators and consultant team managers.
(ii) Maintaining good coordination among the ADB, PIU, General -Directorate of Animal Health and Production (GDAHP) (Implementing Agency), MAFF (Executing Agency), MEF, and other stakeholders.
(iii) Providing close oversight of and support to project operations to ensure achievement of project objectives and timely disbursement of project funds.
(iv) Providing capacity building and technical support to GDAHP, PIU and POAHP staff on ADB policies, guidelines, procedures, and reporting requirements.
(v) Reviewing and assessing the feasibility, viability, sustainability, effectiveness and efficiency of project-related interventions and sub-projects.
(vi) Revising and improving, in partnership with the project M&E staff, the project’s results framework/project performance monitoring framework (PPMF) and establishing an appropriate management and monitoring system.
(vii) Monitoring progress against project implementation schedules and advising on correction measures, as and when needed.
(viii) Assisting implementing agencies in the procurement of works, goods and services including contract management.
(ix) Working closely with other consultants to provide inputs, identify gaps, and provide timely recommendations e.g., in financial management, capacity building training, procurement.
(x) Network building with other donors, civil society organizations (CSOs) and government agencies for coordination and delivery of technical assistance to CLHVCIP project communities.
(xi) Ensuring the development and continuous improvement of the CLHVCIP’s livestock-related production, health and agribusiness development program based on implementation experience and lessons learned and those of other relevant projects and activities.
(xii) Prepare quarterly progress reports; annual progress reports, project performance monitoring system (PPMS), safeguard monitoring reports and gender action plan monitoring reports, and ensure high / acceptable quality of these reports.
(xiii) Participating actively in project supervision and field visits to project sites, as and when required.
(xiv) Ensure the implementation of safeguard requirements (LARF, EGDF) prepared for the project
(xv) Ensure, upon completion of the detailed engineering design (DED), preparation of the required safeguard documents (i.e., DDR, RP, EGDP) for ADB review and approval of each subproject prior to award of contract and start of civil work
(xvi) Ensure timely submission of semiannual safeguard monitoring reports for ADB review and approval.
(xvii) Perform other project-related tasks that will be required by the PIU.

Qualifications required:
The team leader will have (i) at least a master’s degree in livestock or veterinary science or related disciplines; (ii) at least 15 years of experience in implementing and managing international and regional livestock or agribusiness development projects or programs engaged in animal health systems management, improved livestock productivity, livestock value chains and regional livestock trade; (iii) prior experience with at least three ADB financed projects; (iv) excellent written and oral English skills and strong inter-personal skills; (iv) proven ability to lead a large team of specialists from various sectors and disciplines; and (v) an ability to understand and work with rural communities, as well as institutional hierarchies in Asia countries society; Experience working in the agriculture sector in SE Asia countries, and knowledge of Asia countries policies, institutions and institutional/legal environment.
