Project Overview and Role:

Translating Data for Implementation (Data.FI) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID) to support the HIV and COVID-19 response. Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.

Background - Palladium is currently seeking a highly motivated and detail-oriented Business Analyst to join our team and support Data.FI project implementation in Lesotho. The Business Analyst will be responsible for analyzing and understanding business processes, gathering requirements, and proposing solutions to enhance the efficiency and effectiveness of our health information systems. The successful candidate will collaborate with various stakeholders, including business users, project managers, and IT teams, to translate business needs into actionable plans and ensure the successful delivery of projects. 

Purpose of Position - In Lesotho, Data.FI will support the Ministry of Social Development (MSD), Ministry of Health (MOH) and USAID to support design and implement various digital HIS components, improve data use and identify implementation science priorities for HIV/AIDS programming in Lesotho. The Business Analyst, in partnership with the MSD, MOH and other stakeholders, will support documentation of requirements to facilitate development or customization of relevant digital solutions.  

This position is based in Maseru, Lesotho. The term of this assignment is 12 months, from October 2023 through September 2024.  

Key Responsibilities: 

  • Conduct in-depth interviews, workshops, and surveys with stakeholders to gather and document business requirements for new projects or changes to existing systems. 
  • Create clear and comprehensive documentation, including business requirements, functional specifications, use cases, process flows, and other relevant artifacts. 
  • Analyze and interpret data to identify patterns, trends, and insights that support informed business decisions and solution development. 
  • Map current clinical and administrative workflows, identifying opportunities for streamlining processes and proposing optimized workflows that align with best practices and regulatory requirements. 
  • Collaborate with development and design teams to create solution designs that address business needs while considering technical feasibility, constraints and ensuring compliance with healthcare industry standards and regulations. 
  • Participate in testing efforts to ensure that the developed solutions meet specified requirements and perform as expected. 
  • Assist in change management activities, including the development of training materials and communication plans, to facilitate the smooth adoption of new processes or systems. 
  • Identify and assess risks associated with proposed changes or projects, recommending mitigation strategies to minimize potential disruptions. 
  • Act as a liaison between business users, project managers, developers, and quality assurance teams, ensuring clear communication and understanding of requirements. 
  • Proactively seek opportunities for continuous improvement in business processes and systems, making recommendations for enhancements and updates.  
    Collaborate with stakeholders to develop business cases for new projects, outlining potential benefits, costs, and risks associated with proposed initiatives. 

Candidate Requirements: 

  • Bachelor's degree in Information Technology, Public Health or a related field.  
  • Proven experience as a Business Analyst in the health domain or in a similar role. 
  • Experience working with DHIS2 Tracker, CommCare, OpenMRS & OpenLMIS is an added advantage. 
  • Familiarity with health information system standards and interoperability protocols (e.g., HL7, FHIR) is a plus. 
  • Experience with Electronic Health Records (EHR) systems, Business Intelligence. (BI) platforms, and health information exchange (HIE) platforms is an advantage. 
  • Excellent written and verbal communication skills, with the ability to effectively convey technical concepts to non-technical stakeholders. 
  • Proficiency in documenting requirements, creating process flows, and producing clear and concise technical documentation.
  • Familiarity with project management methodologies and the software development lifecycle (SDLC). 
  • Ability to work independently and as part of a cross-functional team, managing multiple tasks and priorities effectively. 
  • Demonstrated ability to build strong working relationships with stakeholders at all levels of the organization. 

Key Deliverables:

  • Requirements documented for orphans and vulnerable children (OVC) and Determined, Resilient, Empowered, AIDS-free, Mentored and Safe (DREAMS) client management tool (LODIS), Electronic Logistics Management Information System (eLMIS), Health Human Resources Information System (HRHIS) and the Continuous Quality Improvement Information System (CQIIS). 
  •  Appropriate governance mechanisms supported during documentation of the various requirements.
