Position: Finance Professional LFA Kyrgyzstan

Location: remote (resident in EECA-region) and on-site part-time work.

Expected start date: 1 July 2024, for an initial period of 6 months, which can be extended annually based on the needs of TGF and satisfactory performance.

 

SGS Netherlands is looking for a Junior and Senior Finance Professional to include in our proposal for becoming a Local Fund Agent (LFA), for the Global Fund in Kyrgyzstan. It regards the review of compliance and progress made by the United Nations Development Programme (UNDP) in implementing projects on TB and HIV, funded by the Global Fund.  Please find attached more background information. The purpose of project management is to ensure compliance with the contract and to coordinate the team of experts with diverse specialisms, ensure that timelines are met, perform quality control of outputs and minimize the administrative burden for the LFA experts, so they can dedicate all their time to the actual services to be performed.

 

Requirements for the Senior Finance Professional:

  • An internationally recognised professional finance or accounting qualification:
    • e.g. Institute of Certified Management Accountants (ICMA), Certified Public Accountant (CPA), Chartered Management Accountant (CMA), Chartered Accountant Certification, Chartered Financial Analyst or Fédération des Experts-Comptables Européens etc.
  • A minimum of 5 years of relevant experience working in a financial role, preferably with at least 2 years of post-qualification experience related to:
    • Financial accounting, with the ability to review and analyse accounting transactions;
    • Reviewing and negotiating budgets;
    • Financial management systems, with the ability to review and assess internal controls and financial processes and procedures and provide recommendations for improvement;
    • Review of financial statements (including income and expenditure statements, balance sheets   and cash reconciliation statements); and
    • Review and interpretation of audit reports.
    • Must have international work experience.
    • Must have good written and spoken English and preferably Russian.
  • Have good knowledge of the local accounting framework and financial management systems.
  • Familiarity of the UNDP financial system would be an advantage.

 

The Junior Finance Professional is expected to:

  • Have good knowledge of the local accounting framework and financial management systems.
  • Be based in Kyrgyzstan.
