Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

About CHAI

Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening systems around the world and expand access to health care and treatment for HIV/AIDS, malaria and other diseases. CHAI acts as a catalyst to mobilize new resources and maximizing the impact of those resources on the ground in order to save lives, through better organization of markets for medicines and other medical consumables and to a more efficient local management. CHAI does not run programs independent of national systems and does not set up a Shadow health systems. Instead, CHAI responds to the invitation of governments to support them on their Priorities. We focus on large-scale impact and have secured price reduction agreements for various treatment in more than 70 countries, including cost reduction laboratory tests for viral load up to 50% in South Africa. CHAI teams work with more than 30 governments to address the major barriers to health.

 

About the Program

The Government of Burkina Faso has committed to accelerating progress towards health coverage and to adopt reform programmes. This includes the launch of a free health care program funded by the government, which aims to eliminate fees altogether use of services for pregnant women and children less than 5 years, as well as for planning services so that people do not have to pay more than what they have to do, that they can afford. In addition, the government has developed an ambitious community health strategy to improve health promotion and prevention. CHAI provides Technical expertise at the Ministry of Health at all levels health system, from the central to the peripheral level, in order to strengthen the health system and strengthen the financing of health and improve the way resources are prioritized, coordinated, managed and monitored.

 

About the role

CHAI is looking for a project manager, with experience in corporate finance and/or health financing as well as a Financial management experience and analytical skills to provide quality technical support to the Ministry of Health. The Project Officer will be based in Ouagadougou and will provide critical support in the implementation of our work, including the operationalization of policy reforms in health financing, the improvement of health care processes planning and budgeting, and the operationalization of Key strategies such as "1 plan, 1 budget, 1 report". The role will include close interaction with key stakeholders and development partners.

Role and Responsibilities

CHAI is looking for an Associate with experience in corporate finance and/or health financing as well as strong management experience and financial analysis skills to provide quality technical support to the Ministry of Health. The Associate will be based in be based in Ouagadougou and will provide crucial support in the implementation of our work plan, including the operationalization of strategic health financing reforms, improvement of planning and budgeting processes, and the operationalization of key strategies such as "1 plan 1 budget 1 postponement". The role will involve close interaction with key governmental actors and development partners.



Responsibilities

Specific activities may include the following :

  • Act as a strategic advisor to senior citizens government and Ministry of Health officials, in supporting key strategies and reforms in the field of health financing.
  • To support the government in carrying out analyses financial information to inform priority reforms. Those analyses may include those listed below:
    • Efficiency analyses that will inform interventions to improve financial management at the and for different pillars of the health
    • A critical analysis of the allocation of resources health system as a whole, as well as expenses incurred.
    • Further quantitative analyses to assess the opportunities to improve efficiency, effectiveness and sustainability of health financing in Burkina Faso.
  • Play a key role in the operationalization of the " 1 plan, 1 budget, 1 report", in particular:
    • Support the planning and implementation of annual plans at the central and decentralized level, in conjunction with the Budgeting of the Ministry of Finance
    • Supporting the development of efficient governance allowing the monitoring and evaluation of strategic plans and plans annual departmental
  • To provide financial management expertise to the implementation of an automated financial management system in Health facilities
  • To empower government partners in including costing, scenario modelling and budgeting
  • Write presentations and reports for the parties internal and external stakeholders regarding the work of strengthening the health system in Burkina Faso.
  • Work closely with the rest of the team health financing fund to ensure the implementation of key projects that aim to support the implementation of the government priorities. This includes technical support and capacity building to help the team develop its technical expertise in the financing of the health.
  • Other potential duties as assigned by the supervisor.

  • Draft presentations and reports for internal and external stakeholders on the work of health system strengthening in Burkina Faso.
  • Work closely with the rest of CHAI's health financing team to ensure the implementation of key projects that support the implementation of government priorities. This includes direct technical assistance and capacity building to help the team develop technical expertise in health financing.
  • Other potential tasks as assigned by the supervisor.


Qualifications

Qualifications

  • At least a Bachelor's degree, with a preference for a Master's degree with at least 2-3 years of experience in a demanding environment, ideally in corporate finance, business, management consulting, finance, banking investments or public sector advisory position in a similar field;
  • Experience in strategy and finance consulting or managing complex technical projects, with increasing levels of responsibility and leadership;
  • Excellent organizational and management skills, including time management and project management. Ability to multitask and prioritize and manage projects under pressure;
  • Exceptional skills in qualitative and quantitative analysis, research, and data presentation;
  • Past experiences in Sub-Saharan Africa would be a great asset;
  • Excellent relationship management skills, including experience in developing and managing government relations;
  • Excellent communication and presentation skills, with the ability to write clearly and concisely, including for technical documents such as national plans and guidelines;
  • A good command of MS Excel, PowerPoint and Word
  • Ability to think strategically, manage ambiguity and work in a multicultural environment independently and with a fast pace of work;
  • Self-taught with proven experience in launching new projects or initiatives and a strong analytical mind;
  • Ability to learn quickly on new topics and absorb and synthesize a wide range of information;
