Terms of reference (ToR) / Job description

 Project Title: Strengthening the Green Services Portfolio of Business Service Providers in Egypt as part of GIZ’s “Private Sector Innovation” Project in Egypt.

Post Title: Private Sector Development Expert with national experience for project Key Expert 3.

Project period: The expected contract duration is from contract award for 30 months, but no longer than 31st March 2027.

Duration of Assignment: Up to 140 expert days within the project period

(1)  Background and Overview    

North South Consultants Exchange (NSCE) from Egypt (in Consortium) have been commissioned by the German International Cooperation (GIZ) to implement the project “Private Sector Innovation” (PSI). The project is now entering a follow-on commission for three years from 06/2024 until 05/2027. PSI II will be implemented in partnership with public and private entities with the objective “to improve the competitive situation of the Egyptian industry in light of increasing market requirements for a green transformation of the economy”. 

The Project consists of four interconnected outputs:

Output 1 aims to strengthen the technical capacities of selected public or semi-public institutions.

Output 2 aims to strategically align the financing portfolio of relevant financial system actors more strongly with a green transformation of the Egyptian industry.

Output 3 aims to strengthen the range of technical service offers, particularly those offered by female-led service providers or women in consulting.

Output 4 aims to enable climate start-ups to develop and startup ecosystem actors to promote innovative business models for climate mitigation solutions.

The Contractor will contribute to the implementation of Output 3. The overall goal of this assignment is to strengthen the capabilities of service providers in Egypt to offer green business development service (Green BDS) to industrial clients. This is seen as important steps towards enhancing the adoption of green manufacturing practices as well as resource-efficient and cleaner production methods (e. g. energy recovery / efficiency, water recycling / efficiency, material recycling, waste management/ recovery, etc.) by industrial enterprises.   

This assignment is divided into five work packages (WPs):

The objective of WP1 is for the Contractor to refine previously proposed interventions by selecting the sectors for the intervention and conducting demand and needs assessments on ground and deliver a tailored implementation strategy.

In WP2, the contractor is expected to develop the training content and methodology based on the findings of WP. Moreover, the contractor is expected to select Green BDS providers – both basic and advanced – to participate in this assignment.  

The objective of WP3 is to improve the technical capabilities of selected Green BDS providers to provide basic green advisory services for industrial SMEs in a series of capacity development (technical and business development) coupled with practical piloting.  

WP4 focuses on green service providers with advanced capabilities. The objective is two-fold: On the one hand these BDS Providers will be supported in integrating new services lines related to advanced solutions in the field of green industrial practices into their advisory portfolio. On the other hand, they will receive tailored business development support.  

In WP 5 the contractor is expected to support the training of female consultants in the Green BDS sector.  

The Contractor contributes to the implementation of Output 3. Against this background, the contractor contributes to achieving module indicator 2 and module indicator 3 as well as output indicator 3.2. Moreover, the Contractor is responsible achieving output indicator 3.1.

38 of 50 supported industrial companies, 4 of which are led by women, have confirmed that their competitive situation has improved with regard to increasing market requirements for a green transformation of their business models.

50 companies have received a financing commitment from a relevant financial system actor for planned investments in green transformation measures.

The technical service offer, especially of female service providers, to promote the competitive situation of the industry in terms of the green transformation has been strengthened.

5 supported service providers have confirmed through case studies that they have advised/provided consultation to the industry to strengthen their competitive position with regard to the green transformation.

 

35 female graduates were (further) trained to become consultants to promote the competitive situation of the industry with regard to the green transformation.

 

 

In light of that, GIZ/NSCE seeks to hire a Private Sector Development Expert (section 2.3 of the assessment grid) with national experience.

 The tasks include:

 

  • Carrying out various tasks as assigned by the team leader.
  • Supporting the implementation of WP 2, WP3 and WP4, including the relevant preparation phase in WP1.
  • Focal point for selected industrial enterprises in all matters related to the project, maintaining close coordination through Key Expert 2 with Green BDS providers.
  • Representing and advocating for the project and its objectives in external settings. 

(2)  Qualification

  • Master’s or Diploma degree in economics, business administration
  • Knowledge of Arabic C2 (5 out of 10 points) and English C1 (5 out of 10 points) in the Common European Framework of Reference for Languages
  • 6 years of general professional experience with a clearly defined role in business development or Key Account Management as a consultant or in a permanent position in an industrial enterprise
  • A total of 3 company-internal assignments or consulting projects with a clearly defined role in the last 5 years:

·         2 assignments or projects developing and executing a business development strategy (6 out of 10 points)

·         1 assignments or projects in optimizing sales management processes (4 out of 10 points)
