- Construction Supervision of Khe Net Pass Railway Rehabilitation Projects, on Ha Noi - Ho Chi Minh City Railway Line Project

Project Summary

- The project "Khe Net pass railway rehabilitation projects on Hanoi-Ho Chi Minh ciη railway line" improving the pass into a tunnel through the mountain is one of the solutions to overcome the limitations set out, and this is also a necessary demand in the current period as well as serving the future, meeting the needs of transporting passengers and goods on the local railway in particular andthe Ha Noi - Ho Chi Minh city railway line in general, in accordance with the master plan for development of Vietnam’s railway transport industry to 2020, vision to 2030 and the Vietnam Railway Transport Development Strategy to 2020, with a vision to 2050, which has been approved by the Prime Minister.

Scope of Work

The Chief Tunnel Team Leader Engineer will include, however not necessarily limited to, the followings:

Issue an order to commence the work/package;

Approving the financial-related change order;

Accept major volume changes;

Approving to subcontract a certain part of the work;

Approve to extend the implementation period.

+ In addition to the necessary tasks for the proper supervision of construction works at the site, the consultant’s responsibilities include:

Preparing contract document and ./ Managing construction contracts and control the Contractor’s construction activities in accordance with plans, technical standards, terms and conditions of the construction contracts.

+ The specific missions will include but are not limited to the following:

Approve, inspect and supervise the contractor’s construction methods, construction progress, equipment, human resources, materials

Inspecting and monitoring construction quality, labor safety, environmental sanítatíon

Prepare and publish the reports as list

Ensure that contractors adhere to safety regulations during project execution, considering safety report as an important part of progress reports throughout construction;

Periodically inspect the works during the defect liability period and issue the Warranty Certificates;

Assist PMU -Rail in monitoring the implementation of the environmental management plan;

Ensuring minimum impact on the environment and residential areas through the approval of construction plans. Monitoring the environmental and residential impacts of construction works, providing information to PMU-Rail and EDCF in monthly progress reports;

Ensure Contractors execute and complete works on schedule, gather relevant documents and complete construction completion documents, and closely monitor the implementation of this matter;

Submit to the Client a complete set of contractor's records, records, reports and approval for the Completion Document;

In addition, the Consultant assists the Client in controlling the project cost; assist the Client and/or handling complaints (if any) of the contractor; support and recommend hand-over and maintenance plans for the project after its completion;

Perform any and all other parts of work that are not specifically mentioned above, but it is necessary to have good monitoring and control of planned construction activities, Terms and conditions of the contract such as assisting the PMU-Rail in the process of obtaining approval from the competent authorities to put the project into operation and the associated ltems.

 Expected Assignment Period

- Jan 2024 ~ Jul 2026 (30 month, supervision phase)

 Proposed Position

- Senior Tunnel Engineer (23 months, Input period is expected on Oct 2024)

 Qualification Requirements

Essentials:

General Qualification

Suitable university degrees are as follows:

- Suitable university degree (geological or tunnel or civil engineering or equivalent), MSc or Pefessional Engineer license is preferable.

- Experience as Tunnel Engineer in construction supervision projects with railway tunnel construction with a length of over than 860m.

- Experience in detailed design or construction supervision in railway transport projects in ASEAN. (over 2 projects)

- 15 years in road/bridge/tunnel related works.
