Project title: Technical Assistance for the 11th EDF Intra-ACP Natural Disaster Risk Reduction Programme

Brief description of the project: The objective of the NDRR Programme is to contribute to reducing the impacts of disasters, including those related to climate change and biological hazards, and increase resilience in OACPS countries. The technical assistance (TA) team supports the Secretariat of the OACPS with coordinating the overall programme implementation, including monitoring and reporting, knowledge management, communication and visibility, and strategic dialogue. It is also responsible for providing demand-driven, short-term technical assistance and training on DRR/resilience to OACPS regional organisations and countries.

Brief description of the assignment: The objective of the assignment is to support the development of a multi-country/regional readiness for OACPS for submission to GCF for identified priority areas of intervention. The aim is to reinforce capacity of the Secretariat of the OACPS, while promoting coherence, effective implementation and building synergies, with other implementing partners of this programme on resilience building/DRR, adaptation, PDNAs and post recovery processes in the OACPS.

Requirements:

Qualifications and skills:

  •           Master’s degree in environmental management, Climate Change Adaptation, Environmental Science, Economics, Statistics, Social Sciences, or related area       

General professional experience:

  •           Minimum of 10 years demonstrated experience working in the related area.

 Specific professional experience:

  •          Proven experience leading project identification processes, drafting and submitting country and multi-country project proposals to international climate funds, especially the Green Climate Fund (GCF).
  •           In-depth knowledge of Green Climate Fund (GCF) guidelines, procedures, and strategic investment frameworks.
  •           Proven track record of successfully developing and submitting high-quality proposals to GCF and other international funds.
  •           Good knowledge of UNFCCC negotiations and open access databases related to climate finance, National Adaptation Plans, National Determined Contributions would be an advantage.
  •           Fluency in written and spoken English, another OACPS Language (especially French) would be an advantage. 

Start date: 1st of October 2024

Duration of the assignment: 80 workdays over 6 months
