Functional responsibilities


The incumbent will serve as the NDC Partnership’s interface in the country and operate as a liaison between the country and other NDC Partnership members. The role is one of coordination and supportive facilitation. He/she plays a key role in ensuring the smooth implementation of the Country Engagement Process by supporting ongoing coordination efforts between the Support Unit of the NDC Partnership, the various partners of the Partnership, and the government of Vietnam.

The incumbent will be embedded in the Department of Climate Change, MoNRE. He/she will be responsible for strengthening national coordination in terms of resource mobilization and monitoring the implementation of the support from development partners. He/she will support the focal point of the Partnership in his daily tasks of implementing the Partnership Plan and other forms of support to the NDC implementation.

The embedded facilitator will implement all tasks under the direct supervision of the Partnership Development Specialist. He/she will also work in close collaboration with the NDC Partnership Support Unit, the Department of Climate Change, MoNRE and the Ministry of Planning of Investment. He/she will need to bring his/her own laptop to the Ministry's duty station. This is a national vacancy/position based in Hanoi, Vietnam, for twelve (12) months with thepossibility of extension depending on performance and on availability of funds.

* This is a Homebased position, meaning that the incumbent will not work from a UNOPS office but from the government facilities. Therefore, the incumbent will need to use his/her own laptop and software.

** As this is a Local Position, in order to be eligible, the incumbent should be a national of Vietnam or have a valid residence permit in the Country.

The following responsibilities are part of the embedded incumbent role:


  1. Facilitation of updated NDC

  • Take the lead t in strengthening NDC Partnership's in-country engagement.

  • Strengthen coordination and act as liaison between focal ministries of MoNRE and MPI and the Support Unit.

  • Strengthen the coordination, tracking, and monitoring mechanism(s) for the support provided by development partners on the NDC development and implementation.

  • Advise the government on potential and appropriate implementing and development partner/s for each action/priority and identify the roles and responsibilities of each stakeholder.


  1. Mobilization of resources for implementation

  • Take the lead exploring, following up on, and mobilizing partner support for its needs and priorities (and updating those along the way as needed following the government’s guidance) along with a preferred process for coordination of country engagement under the NDC Partnership, as proposed and agreed upon by MoNRE and MPI.

  • Engage with partners in the country to link needs to services and resources in accordance with the NDC, NAP, TNA, LT-LEDS, Green Growth Strategy and Action Plan, and JET-P RMP, including by providing the government’s inputs on thealignment of partners’ country strategies with priorities and gaps identified in the above policy documents.

  • Identifying further needs for Technical Assistance for priority based on NDC, NAP, TNA, LT-LEDS, Green Growth Strategy and Action Plan, and JET-P RMP.

  • Coordinate partner support for project development and preparation for potential funding by donors.


  1. Coordination and communication with key stakeholders

  • Ensure that communications relevant to NDC Partnership engagement are shared with relevant national and international level stakeholders, including building and maintaining long-term collaborative partnerships.

  • Lead theperiodic coordination and information exchange among partners in Vietnam, with the aim of leveraging and mobilizing their respective advantages in support of the implementation of NDC, NAP, TNA, LT-LEDS, Green Growth Strategy and Action Plan, and JET-P RMP.

  • Assess progress outcomes of the NDC Partnership in-country engagement and make recommendations for adjustments.

  • Collaborate with the Support Unit to document changes in the operating context and provide support to MoNRE, MPI and stakeholders in decision-making processes.

  • Prepare Quarterly country engagement update reports.


  1. Organize NDC-related meetings as needed

  • Lead the lead innational country-specific multi-stakeholder NDC dialogues, which may serve one or more of the following objectives:

  • Intersectoral multi-stakeholder dialogues to promote a whole-of-government and whole-of-society approaches in implementing NDC, NAP, TNA, LT-LEDS, Green Growth Strategy and Action Plan, and JET-P RMP and their integration in development policies.

  • Support the government in conducting meetings among development partners and other key stakeholders, in order to maximize synergies, avoid duplication, and mobilize support for identified needs and gaps for successful NDC implementation.

  • Multi-stakeholder dialogues with the private sector and/or civil society organizations.

  • Multi-stakeholder dialogues within specific sectors or on a certain topic (i.e., Measurement, Reporting and Verification [MRV], gender equality, youth engagement etc.).

  • Oversee the coordination of NDC Partnership scoping missions to Vietnam and take the lead on the implementation of its recommendations.

  • Conduct meetings with partners following the progress reports, through calls or in-person (meeting preparation, facilitation, reporting).

  • Any other support needed by MoNRE and MPI to coordinate development partners.


  1. Identifying lessons learned and results:

  • Lead the tracking of in-country engagement and provide periodic progress updates to the NDC Partnership.

  • Liaise with the Support Unit to access and/or feed into global knowledge products.

  • Assist the Support Unit in identifying and disseminating information on best practices and lessons learned from in-country engagement.


  1. Capacity building:

  • Conduct ongoing capacity development (i.e., technical assistance and formal/informal on-the-job training) of the government in preparation for fully taking on the facilitation role in the future.

  • Coordinate and participate in the NDC Partnership’s conferences, training programs, and other activities at the global, regional, and national levels.




Education/Experience/Language requirements


Education
  • Master degree in either public policy (with respect to climate/environment), economics, public finance, sustainable development, or any other relevant fields.

  • A bachelor’s degree in a related discipline, combined with an additional 2 years of relevant work experience, may be accepted in lieu of an advanced university degree.



Experience

Required

  • At least five years of experience in climate change, environmental or natural resource management, development cooperation or related fields;

  • Demonstrated knowledge of environmental issues in Vietnam.


Asset

  • Knowledge about UNFCCC, the Paris Agreement, NDCs and SDGs is an asset.

  • Experience in planning, stakeholder management, and/or monitoring and reporting.


Language
  • Good knowledge of English and Vietnamese is required
