SIMAB – Municipal Markets in Portugal
The support delivered by the Service Provider will complement SIMAB in the preparation of the operational program in those areas where external expertise is needed:
i) Design of a funding and financing solution that enable easy access by municipalities to the necessary financial resources to undertake the modernisation of municipal markets.
ii) Design of state-of-the-art interventions in the fields of mitigation and adaptation to climate change, and urban integration of the market buildings and surrounding public space areas.
iii) Analysis of state-of-the-art alternative business models for investment, operation and management of municipal markets, feasible for the characteristics of the Portuguese municipal market sector.
iv) Design and implementation of a pilot project including a set of municipal markets suitable and ready for investment, including the preparation of feasibility studies and investment plans for a set of selected municipal markets suitable and ready for investment.
Team Leader -Municipal market buildings expert (home-based with missions to Portugal)
Qualifications: At least a Bachelor’s Degree in civil engineering, architecture or related field (Minimum requirement).
General professional experience: At least 15 years’ professional experience in property development
supporting urban renewal (Minimum requirement).
Specific professional experience:
· At least 12 years of advisory or project delivery experience in property development supporting urban renewal, e.g. trade fairs, congress centres, office development, shopping centres, market buildings (Minimum requirement).
· Specific knowledge and experience of market building design, planning and business models, as demonstrated by the expert’s involvement in at least 3 relevant projects, highlighting the expert’s role and the outcomes achieved (Minimum requirement).
· Significant experience in project planning, design, and implementation phases, demonstrating an ability to lead and deliver complex projects as demonstrated by the expert’s involvement in at least 5 relevant projects (Minimum requirement).
· Experience on inclusion of climate change (mitigation and adaptation) features in urban projects (Advantage).
· Knowledge of the EU institutions, including EU policies/legislation relevant to in property development supporting urban renewal, and participation in EU funded projects (Advantage).
· Experience in facilitating group/stakeholder discussions (Advantage).
Language and other Skills: Working command of English language (CEFR C1) (Minimum requirement). Knowledge of Portuguese language will be considered an asset.
