SIMAB – Municipal Markets in Portugal
The support delivered by the Service Provider will complement SIMAB in the preparation of the operational program in those areas where external expertise is needed:
i) Design of a funding and financing solution that enable easy access by municipalities to the necessary financial resources to undertake the modernisation of municipal markets.
ii) Design of state-of-the-art interventions in the fields of mitigation and adaptation to climate change, and urban integration of the market buildings and surrounding public space areas.
iii) Analysis of state-of-the-art alternative business models for investment, operation and management of municipal markets, feasible for the characteristics of the Portuguese municipal market sector.
iv) Design and implementation of a pilot project including a set of municipal markets suitable and ready for investment, including the preparation of feasibility studies and investment plans for a set of selected municipal markets suitable and ready for investment.
Key Expert II: Urban development expert (Category I)
Qualifications: At least a Bachelor’s Degree in urban development, civil engineering, architecture or related field (Minimum requirement).
General professional experience: At least 15 years’ professional experience in urban design of infrastructure
projects (Minimum requirement).
Specific professional experience:
At least 12 years of documented work experience in the field of urban projects (Minimum requirement).
· Experience in project planning, design, and implementation phases in property development supporting urban renewal, with proven involvement in at least 5 relevant projects (Minimum requirement).
· Very good knowledge of inclusion of climate change (mitigation and adaptation) features in urban projects and their application in an urban context demonstrated by specific professional experience within the past 5 years (Minimum requirement).
· At least 3 years of experience in research, analytical, response programming and report writing skills (Minimum requirement).
· Knowledge of the EU system including EU policies/legislation relevant to the in-property development sector supporting urban renewal (Advantage).
Language and other Skills: Working command of English language (CEFR C1) (Minimum requirement). Working command of Portuguese language (Minimum requirement).
