Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women in Lebanon supports the government to implement commitments to international normative standards on gender equality and women’s human rights. The Lebanon country office is working across the humanitarian-development-peace nexus, in alignment with the three development/ humanitarian frameworks in Lebanon 1) United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2025 , 2) the Lebanon Response Plan (LRP) 2024, which is a two-year humanitarian-stabilization framework (2024-2025), with annual planning, and 3) the Lebanon Reform, Recovery and Reconstruction Framework (3RF).
UN Women Lebanon’s Strategic Note for 2023-2025 is based on the 2022 Common County Analysis (CCA) and closely aligned with the UNSDCF for Lebanon and focuses on three of the UNSDCF priority areas (People, Prosperity and Peace and Governance) and three of UN Women’s Strategic Plan impact areas:
Reporting to the Country Representative, the Operations Analyst serves as a member of the senior management team, with oversight responsibilities for all aspects of the Lebanon country office (LCO) operations, this includes strategic financial and human resources management, efficient procurement and logistical services, security management, information and communications technology (ICT) and common services consistent with UN Women rules and regulations. The Operations Analyst additionally serves as a key advisor to the Country Representative on matters of organizational integrity with the aim of ensuring: (i) compliance with UN Women policies and regulations; (ii) effective systems to support programme delivery and growth; (iii) accountability to organizational values and principles; and (iv) an enabling workplace environment in which staff potential is maximized.
The Operations Analyst leads and guides the Country Office Operations Team and fosters collaboration within the team, with programme staff and with other UN Agencies and a client-oriented approach. The Operations Analyst works in close collaboration with programme teams in the Office, providing close guidance to programme staff who perform adjunct operations functions, ensuring that such staff are knowledgeable of rules and procedures governing programme finances, donor reporting, and personnel. She/he also works in collaboration with operations staff in other UN Agencies.
Key Functions and Accountabilities
1. Coordinate the operations in the Country Office (CO) in accordance with UN Women rules and regulations and policies and strategies
2. Coordinate the planning, expenditure tracking and auditing of financial resources in accordance with UN Women rules and regulations and policies and strategies
3. Oversee procurement processes
4. Oversee fixed Assets and Leases Management
5. Coordinate information and communications technology (ICT) management
6. Serve as the focal point for security issues and ensure safety and security of staff
7. Participate in inter-agency activities
8. Contribute to knowledge sharing between the CO and RO
9. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Supervisory/Managerial Responsibilities:
The incumbent leads a team of 6 personnel, 2 FTA, 2 SCs and 2 UNVs. This may change in the future as the programme size/needs evolve.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
