Job Title: Institutional Specialist  
Sector: Gender Equality and Human Development 
Position Type : Part-time 
Duration/Level of Effort : Short term, 3 person/month, Intermittent 
Position Location : Azerbaijan 
 
 
SUMMARY OF THE PROJECT 
The technical assistance (TA) delivered under this project will contribute to improving gender-based violence (GBV) response systems and mechanisms, increasing GBV survivors’ access to quality support services, and broadening economic options of GBV survivors. The TA will be implemented in nine developing member countries (DMCs) namely, Armenia, Azerbaijan, Georgia, Kazakhstan, the Kyrgyz Republic, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan. The TA will assess the current GBV situation in the region and conduct a stocktaking of current policies, programs, and services. It will strengthen the capacities of service providers and protocols, anchored on survivor centered approach. It will also promote welfare and economic empowerment for GBV survivors through skills development and expansion of linkages to economic opportunities. 
 
Specifically, this project will involve research activities, development of guidelines, toolkits, roadmaps, mechanisms, and capacity development and networking for the nine target countries. 
 
 
SUMMARY OF THE POSITION 
The specialist will be responsible for facilitating the development and adoption of mechanisms for inter-agency coordination, reporting, and referral system on GBV cases. 
 
 
KEY RESPONSIBILITIES  

  • Support International Institutional Specialist to conduct capacity assessment of relevant agencies in overall project management and coordination relevant to GBV response and service delivery through consultations and review of relevant documents;  
  • Support International Institutional Specialist to conduct stakeholder analysis and determine strengths in existing processes, which could be leveraged for effective institutional mechanisms for GBV response and service delivery involving several government service providers;  
  • Support International Institutional Specialist to identify gaps in knowledge and capacities of the relevant agencies that could management and implementation of GBV-related programs and inter-agency coordination in GBV response and service delivery; 
  • Support International Institutional Specialist to map out proposed workable measures to address the identified gaps and weaknesses;  
  • lead the development of mechanisms for inter-agency coordination, reporting, and referral system on GBV cases for adoption by the DMCs in the form of memorandum of agreement, covenant of partnership, and other similar documentation of agreements, actions, and partnerships; 
  • Support International Institutional Specialist to prepare roadmaps on GBV prevention and response, which include consideration on climate adaptation and mitigation as necessary;  
  • Support International Institutional Specialist to prepare guidelines and toolkit on design and management of safe spaces for GBV survivors that integrate climate-resilient design standards for infrastructure; 
  • provide technical inputs to the guidelines and toolkits on information systems, as necessary;  
  • organize consultations and dialogues to establish partnerships with women chambers of commerce, women enterprise associations, and other private sector groups in the form of a memorandum of agreement or understanding or other agreements developed through the consultations and dialogues.  

 
JOB REQUIREMENTS 
Education: 

  • At least master’s degree in either public administration, development economics, organizational development or management, and other related disciplines   

Minimum Experience: 

  • At least 5 years’ relevant experience in development work is required, including on project development, management, institutional development, and monitoring and evaluation  

Language Proficiency: 

  • Excellent oral and written communications skills in Russian is an advantage
