Overview of Position    
HART is looking to contract staff whose experience match the below TOR.

Role Objectives    

  • Contract Program Manager (PM) & Front Desk Officer (FDO). The vendor will provide the United Nations (UN) with a designated point of contact at the management level (PM) who will attend periodic meetings with the CSO or his / her representative, to review performance & discuss significant security incidents & trends.
  • In this regard, the contractor shall designate a PM to serve as the primary point of contact with the CSO or his / her representative on a 24 hour basis & a FDO to manage daily operations.
  • The PM & FDO shall have authority to act on behalf of the contractor at each UN location in Somalia where services are provided under the prospective contract.    
  • The PM shall have primary responsibility on personnel conduct, equipment, training, recruitment & dismissal.

Project reporting    
This role reports to the CMT.

Key competencies    

  • A bachelor’s degree is required for each of the two key personnel.
  • Experience required shall be a minimum of five (5) years for each in a security services from reputable entities.
  • Additional years of relevant experience will be awarded extra points.
  • Managerial personnel & Team Leaders must be able to speak in English & Somali.
  • Have experience in working with diverse cultures & background in respect of UN staff members.
  • Possess current certification in basic first aid & CPR.

Team Management    
This role has no team management responsibility.
