Contract introduction,
The Council of Europe is launching a Centre for Preventing and Countering Education Fraud to strengthen ethics, transparency and integrity in education systems in Europe and beyond. The Centre will support States in preventing and monitoring education fraud through secure information exchange, systematic data collection, international cooperation and awareness-raising actions.
A part of this comprises Strategic Communication and Outreach, ensuring the Centre’s objectives, tools and activities reach all relevant audiences and build trust among policymakers, educators, students and the general public.
Profile – Senior Consultant in Strategic Communication and Outreach
Key Qualifications:
- Minimum of five years of demonstrated relevant experience in developing and implementing strategic communication campaigns in education, ethics and/or public policy.
- Proven expertise in digital content creation, including social media, multimedia production and branding strategies.
- Demonstrated experience in designing and executing awareness-raising initiatives to engage diverse stakeholders.
- Professional experience working with national, regional, intergovernmental or international organisations.
- Excellent command of written and spoken English (minimum C1 level according to the Common European Framework of Reference for Languages).
- CV must be submitted in Europass format, in English, to clearly demonstrate compliance with all eligibility criteria.
Main Tasks
- Develop and implement a targeted communication strategy to promote the Centre’s mission and activities.
- Design and produce tailored digital and multimedia content, including videos, infographics and online resources.
- Create and manage a strong visual identity and branding aligned with the Council of Europe’s standards.
- Coordinate social media campaigns and other digital outreach to maximise audience engagement.
- Plan, support and promote awareness-raising campaigns, workshops and thematic stakeholder events.
- Produce communication toolkits, promotional materials and storytelling content to highlight good practices and challenges.
- Monitor and report on communication performance using KPIs, audience analytics and media tracking.
- Establish partnerships with media outlets, academic networks and influencers to strengthen visibility and outreach.
