Key expert 1: Expert in EU Cohesion Policy/Team leader (minimum 540 days)

EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following EuropeAid Contract: "EU for Cohesion Policy"

Start date: September/October 2025

Duration: 36 months

Overall objective

The overall objective (Impact) to which this Action contributes is:

To prepare BiH for assuming obligations of EU membership in Chapter 22 Regional Policy and Coordination of Structural Instruments.

Specific objective

The specific objectives (Outcomes) of this contract are as follows:

1. Capacities of relevant institutions and organisations at all governance levels for the EU cohesion policy improved.
2. Pre-conditions for sound and consistent cohesion policy planning created.
3. Improved planning for meeting the requirements of the EU cohesion policy.

Key experts

Key experts have a crucial role in implementing the contract. These Terms of Reference contain the required key experts' profiles. The tenderer shall submit CVs and statements of exclusivity and availability for the following key experts:

Key expert 1: Expert in EU Cohesion Policy/Team leader (minimum 540 days)

The contractor shall assign to the Key Expert 1 of the project the additional responsibility of a Team Leader. The Team Leader shall be the contractor's representative in Bosnia and Herzegovina for the Project and shall be responsible for operational aspects of the project implementation and performance on behalf of the contractor.

The Team Leader will plan, co-ordinate and direct the activities of the Project team to meet the intended objectives on the basis of the ToR of this contract and approved work plan(s) and cost estimate(s). This includes the drafting of ToR for non-key experts required under Project and the appropriate scheduling of their inputs.

The Team Leader's additional specific responsibilities include, but are not limited to:

• the timely preparation and presentation of an Inception, Progress and Final Reports;
• defining of project performance indicators and measuring the achievement of the monitoring and evaluation indicators;
• co-ordination and management of the day-to-day activities of Project and inputs of experts;
• ensuring cross-feeding, and avoiding duplications or overlapping, with this Project's activities and other projects implemented by the EU or other international/local institutions;
• co-ordination of the timely and effective implementation of all Activities in line with the ToR and the time schedule identified in the Inception Report;
• providing with technical assistance on any Project tasks not being covered by other members of the Contractor's team;
• assistance in the design and implementation of training programmes and study tours as required by the ToR.

Qualifications and skills:

1. University Degree with minimum 3 years of studies (i.e. Bachelor's degree);
2. Expert must be fluent in spoken and written English;
3. Post-graduate degree (Master and/or PhD degree) will be considered as an asset;
4. Knowledge of one of the three official languages in BiH will be an asset.

General professional experience:

1. At least 10 years of professional experience related to the EU funds utilisation.

Specific professional experience:

1. Experience as a Team Leader in at least one EU-funded TA project;
2. At least 5 years of professional experience related to programming and/or implementation of the Cohesion Policy;
3. Professional working experience in relation to introduction of the Cohesion Policy in Western Balkans Candidate Countries will be considered as an asset.

The expert must be independent and free from conflicts of interest in responsibilities they take on.

The expert must spend at least 75% of their working days in Bosnia and Herzegovina.
