Project background:

Water resources management is a pressing issue in Yemen due to its arid climate & limited water availability. Yemen faces significant challenges in this regard, including limited agricultural productivity, high levels of malnutrition & vulnerability to natural disasters. With BMZ funding through the German Development Bank (KFW), our client in Yemen & KfW have established a partnership focused on enhancing water resources management & food security in the country. These collaboration aims to address the critical challenges faced by Yemen in these areas & contribute to sustainable development. In addition, KFW & our client in Yemen acknowledge the importance of addressing food security concerns in the country. To tackle these issues, the KFW & our client partnership focuses on promoting sustainable agricultural practices, supporting small scale farmers & strengthening local food systems. By enhancing agricultural productivity & ensuring access to nutritious food, these initiatives contribute to reducing hunger & poverty in Yemen.

Recognizing the urgent need to address these challenges, KfW & our client have joined forces to implement an integrated water resources management project that aims to enhance the resilience of agriculture & food security in Yemen. The project (intigrated water resources management to Enhance Resilience of Agriculture (ERA) & food security) includes the construction & rehabilitation of water infrastructure to increase agricultural production, promoting access to markets & empowering women in agriculture value chain in Yemen. The overall objective of the project is for poor Yemenis whose livelihoods depend on primary water sources for productive uses to be able to enhance their livelihood resilience through the development & rehabilitation of water infrastructure enhancing water availability in support of sustainable agriculture, implemented at key priority areas within a catchment. The project will conduct a gap analysis to establish the needed tools, equipment, water balance programming platforms & training to be able to establish a robust, transparent administrative allocations system based on real data. Our client in Yemen is seeking to engage a specialized Water Allocation Trainer to deliver training for officials from the National Water Resources Authority (NWRA), the Ministry of Water and Environment (MoWE) & the Ministry of Agriculture, Irrigation & Fisheries (MoAIF) on the establishment of water allocation systems.

Our client in Yemen seeks to engage the services of a highly skilled & experienced Water Allocation Trainer to equip stakeholders with the knowledge, skills necessary to design, implement & manage effective water allocation systems that ensure equitable & sustainable water resource management.

Role objectives |
Responsibilities include but are not limited to:

Develop a comprehensive training curriculum tailored to the needs of participants, focusing on the principles, frameworks & tools for water allocation systems (surface water & groundwater).

Incorporate case studies, best practices & practical exercises for relevant to the local context specifically for Tuban Wadi.

Facilitate group discussions & problem solving activities to enhance learning outcomes.
Conduct interactive training sessions on key topics, including but not limited to:

Water allocation principles.
-
Legal & regulatory frameworks for water allocation.
-
Tools & methodologies for equitable water distribution.
-
Conflict resolution in water allocation.
-
Guidelines for the establishment of a water allocation system (technical, legal compliance / enforcement & institutional components).

Monitoring, evaluation & adaptive management of water allocation systems.

Project reporting |
The selected candidate (Expert) will work under the direct supervision of the project management staff of this project.

Key competencies |
-
Advanced degree (MSc or higher) in water resource management, international water law, environmental science or a related field.

At least 10 years of experience in water resource management, with a focus on water governance & water allocation systems.
-
Proven experience in delivering training programs & capacity building initiatives.
-
Strong knowledge of water governance, legal frameworks & conflict resolution mechanisms in Yemen.
-
Excellent communication, facilitation & interpersonal skills.
-
High proficiency in written & spoken Arabic & English is required.
