Key Expert 3: Technical Coordinator SIFA, Trade and Commerce Expert

General description of the position:

Leads the implementation and coordination of actions related to the EU-Angola SIFA and the promotion of trade and commerce under the Global Gateway strategy. Coordinates with private sector actors, Chambers of Commerce, and relevant ministries to support a favourable investment and trade environment. Organises and facilitates public-private dialogues, trade-related events, business fora, and networking platforms. Oversees the production of market analyses, trade-related studies, and business environment mappings to inform EU-Angola commercial engagement and investment attraction efforts, particularly those aligned with TEIs such as the Lobito Corridor.

Qualifications required

Qualifications and skills:

• Very good knowledge of Angola's investment climate, business environment, and trade-related institutional framework;
• Knowledge of EU-Angola economic cooperation, including SIFA;
• Knowledge of EU external action, Global Gateway priorities, and trade-related components of Team Europe Initiatives.

Language skills:

• Portuguese - C1;
• English - C1

Professional experience required

General professional experience:

• At least 6 years of general professional experience.

Specific professional experience:

• Experience in private sector development, public-private dialogue, and commercial partnerships;
• Experience engaging with EU Member States Chambers of Commerce, business associations, and relevant ministries; experience with Angolan counterparts is considered an asset;
• Experience in organising and facilitating trade-related events, business fora, Trade and Business missions, networking sessions, and consultation platforms;
• Experience conducting or overseeing market analysis, trade diagnostics, investment mapping, and business environment assessments;
• Ability to work across public and private sectors, including international cooperation settings and diplomatic environments;
• Strong communication, outreach, and visibility experience tailored to private sector engagement.
