| Overview of position |

Our client in the Central African Republic (CAR) contributes to MINUSCA's mandate as established by the United Nations Security Council (UNSC) by participating in Explosive Threat Mitigation (ETM), such as Unexploded Ordnance (UXO) & poorly managed munitions, as well as addressing weapon insecurity. The program works with a variety of beneficiaries & partners, including the Ministry of Defense (MOD), International NGO's (INGO's), international forces & UN actors, including UNPOL & the MINUSCA force.

Through various activities, including Explosive Ordnance Risk Education (EORE), Explosive Ordnance Disposal (EOD), Weapons & Ammunition Management (WAM) & assistance with Small Arms & Light Weapons (SALW) management, our client in CAR aims to make CAR a more stable & secure country for political development, the international community & its citizens.

In response to the emergence & escalation of incidents caused by explosive ordnance, targeting defense & security forces but primarily affecting the civilian population & also impacting MINUSCA, our client is currently implementing a capacity building support program on ETM for the national defense force. This program is based on practical training & mentoring for units in affected regions. The program is also developing a project to enhance national capacity in the same field for specialized personnel, also based on training & mentoring.

| Role objectives |
Under the general direction & supervision of the Chief of Operations, the Explosive Ordnance Threat Mitigation (EOTM) Training Officer is responsible for the following tasks:

Participate in establishing standard operating procedures & specialized EOTM training sessions.

In close & direct liaison with the relevant units at our clients end as well as the FACA headquarters, oversee & coordinate the implementation, execution & completion of all ETM training.

Develop & implement local technical solutions by identifying gaps & timelines for improving prevention & mitigation measures.

Propose any necessary modifications or improvements to the training.

Assess & recommend new training opportunities for FACA regarding prevention & mitigation measures through the introduction of relevant technologies, equipment, materials & processes.

Stay updated on International Mine Action Standards (IMAS), International Ammunition Technical Guidelines (IATG) & UN standards for Improvised Explosive Device Disposal (IEDD).

Organize & conduct training on ETM in Bangui, CAR.

Prepare appropriate training aid kits.

Report to the program on all training activities conducted through daily, weekly, monthly & technical training reports as needed.

Systematically debrief trainees regarding the achievement of training objectives.

Assist in the production, implementation & monitoring of technical training documentation.

Continuously seek areas for improving the efficiency, effectiveness & safety of the training program for FACA.

Perform any other tasks requested by the Chief of Operations & their Deputy.

This role works under the general direction & supervision of the Chief of Operations & is expected to preare ater training report, progress report & project completion report.

| Key competencies |

Bachelor’s degree or equivalent with a minimum of 5 years of relevant experience or military or police experience with a minimum of 11 years of relevant experience or master’s or equivalent with a minimum of 3 years of relevant experience demonstrating skills in management, planning & implementation of training / capacity building.

IMAS EOD Level 3+ & IEDD qualification (according to UN standards) from an internationally recognized training institution is required.
-
A minimum of five (5) years of relevant experience in explosive threat management, mine action, EOD & high risk search & detection training / mentoring is required.

Experience working in coordination with armed forces, including multinational ones, is required.
-
Experience in training or national capacity building is desirable.
-
Recent field experience in ETM (EO / IED TM) (within the last 48 months) within a governmental military or civilian program is desired.

One (1) year of professional experience within the United Nations (UN) system is desired.

Recent & relevant professional experience in Africa, in a similar explosive threat context is required.

Fluent in French & intermediate level in English is required.
