EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following Framework Contract: "Assessors for EU4CSO Call for Proposals Ukraine 2025"

Global objective

To recruit experts (assessors) to assist the contracting authority in the selection of the best proposals received under the call: EU4CSOs In Ukraine - Call for Proposals 2025, and to achieve a highquality, complete, and coherent selection of projects in line with the criteria set in guidelines for applicants and respective EU policies.

 

Expected Results

Technical assessment of concept notes carried out in accordance with guidelines to be provided by the contracting authority and which are based on the published evaluation grids. Up to 200 concept notes are expected by the Contracting Authority, however the final number of concept notes to be assessed can only be established after the deadline for submission of concept notes. Each concept note has to be assessed individually by two (2) assessors.

Technical and financial assessment of full applications carried out in accordance with guidelines to be provided by the contracting authority and which are based on the published evaluation grids. Up to 30 full applications are expected to require review by the assessors. Each full application has to be assessed individually by two (2) assessors.

These assessments will be used by the evaluation committee in the process of selecting the best proposals.

 

Expertise

The Contracting Authority seeks to hire six (6) experts (Category II) to assist in the evaluation of the Call for Proposals, one of the experts will be acting as a Team Leader. The team of assessors shall have the expertise that is relevant to provide a technical assessment for all lots prioritised under this call, as listed in the background section and the guidelines for applicants.

 

The team leader and the assessors are bound by a declaration of absence of conflict of interest and of confidentiality to be signed before starting each phase of the assessment. If an assessor believes there might be a situation of conflict of interests in relation to one or more applicants, he/she must inform the specific contracting authority immediately. In addition, strict confidentiality is required from the experts involved in the implementation of this specific contract, notably on the assessments of individual applications.

 

In terms of submission deadlines for the deliverables under this assignment, the team of experts shall bring a certain degree of flexibility as the time-planning for call for proposals procedures can be subject to change due to various reasons. It is expected that the experts will be able to provide such flexibility.

 

Normal place of performance of the specific assignment: Home-based

 

Expertise - Home Based - Cat. II (>6 years of experience) (255 wds)

 

The minimum requirements covered by the team of experts as a whole are detailed below:

Qualifications and skills required for the team: For each member of the team:

  • Completed university studies of at least three (3) years, attested by a diploma in a relevant field, for example media, humanities, political or social science, PR or journalism.
  • In its absence 5 years of equivalent professional experience.

General professional experience of the team:

  • The experts' team shall have general professional experience of at least six (6) years of relevant working experience, covering accumulated as team the most relevant aspects and priorities included in the Call for Proposals that shall be assessed, which are:
  1. Civil society development in Ukraine
  2. Women/ Gender
  3. Media
  4. Human Rights
  5. Social Cohesion
  6. Youth

Specific professional experience of the team: Each member of the team shall have:

  • At least five (5) years of specific working experience in one or more of the following areas: programming and/ or project design, managing and implementing projects or evaluation and/ or monitoring projects under external aid programmes funded by EU or other donors;
  • At least four (4) evaluations of call for proposals, as evaluator and/or assessor under external aid programmes funded by EU or other donors, related to support to civil society organisations;
  • Knowledge of EU enlargement related matters, specifically related to civil society development in enlargement countries will be considered an asset.

Language skills of the team:

  • English language C1 (understanding, speaking, writing in line with the criteria of the Common European Framework of Reference for language skills (CEFR, https://europass.europa.eu/en/common-european-frameworkreference- language-skills).

Additional requirement only for the team leader:

  • Specific working experience as team leader during evaluation or Assessment of proposals.
