Globaltec Desarrollos e Ingeniería, S.A. is seeking an Institutional & Implementation Specialist (Key Expert 7) for a Rural Development Project in Angola. The assignment will support the institutional dimension of the feasibility study across seven municipalities in Huambo and Benguela Provinces.
Responsibilities:
The expert will contribute to the Institutional and Implementation Analysis and related components of the feasibility study, including:
- Assessing the institutional framework, roles, and capacities of national, provincial, and local authorities, farmer associations, and community-based organizations involved in agricultural development and water resource management.
- Identifying institutional and legal risks, including permitting requirements, alignment with land-use regulations, and potential governance constraints.
- Conducting land tenure and ownership assessments, including verification of formal and informal rights, dispute risks, and implications for project implementation.
- Designing or advising on implementation and sustainability frameworks, O&M structures, and long-term institutional arrangements.
- Supporting the development of the preliminary Environmental and Social Management Framework (ESMF) and contributing institutional recommendations.
- The expert will provide inputs to all required deliverables: Inception Report, Mid-Term Progress Report, Draft Feasibility Report, and Final Feasibility Report.
Requirements:
- Advanced degree in Public Administration, Institutional Development, or Development Studies.
- Minimum of 7 years of experience.
- Proven experience in two or more of the following:
- Institutional capacity assessments
- Designing implementation and sustainability frameworks
- Advising on local management and maintenance structures
- Land tenure and ownership assessments and legal/institutional risk analysis
- Supporting compliance with land-use regulations and permits
- Excellent analytical and reporting skills.
- Fluency in English and Portuguese (mandatory).
