Key expert: Employment and Skills Development

EU for Employment and Social Inclusion tender in Albania, duration of 42 months.

The purposes of this Technical Assistance are as follows:
• Technical Assistance to national authorities to strengthen their capacity for implementing sector reforms related to the Sector Budget Support action 'EU for Employment and Social Inclusion' and reforms in the policy areas under Chapter 19: Social policy and Employment.
• Monitoring and assessment of implementation and achievement of the performance indicators foreseen in and by the Budget Support.

Interested candidates should send a concordance table demonstrating full compliance along with their CV in EU format and should confirm that they have a full set of work certificates (as per the EU procedure) to back up the quoted experiences. CVs will be analysed on a rolling basis

Qualifications and skills:
1. Master’s Degree in economics, education or social or political sciences or, in its absence, professional experience of 5 years in the field of employment and skills development or Vocational Education and Training, in addition to the minimum general professional experience required.
2. Fluency in English, both written and spoken (at least B2-level according to the Common European Framework of Reference for Languages - CEFR- levels).
General professional experience:
3. A minimum of 8 years, preferably 10 years, of professional experience in the field of employment and skills development or Vocational Education and Training in both EU member states and candidate countries.
Specific professional experience:
4. Experience in managing, implementing and monitoring at least one employment project targeting vulnerable groups in EU member state(s).
5. Experience of at least 5 (five) years developing or implementing active labour market measures for long- term unemployed and young unemployed job seekers, including monitoring and evaluation.

In addition to be considered for a Team Leader role:
6. Knowledge of EU project management methodology gained through the participation as a Team Leader in at least 1 EU-funded project6.
7. Knowledge of Sector Budget Support gained through involvement in complementary or technical assistance services in at least 1 EU-funded project.
