MSME & Entrepreneurship Specialist

Description of the assignment:

To provide comprehensive technical assistance for the finalization, harmonization, and nationwide operationalization of the Startup Law, MSME Law, and the National Innovation & Entrepreneurship Policy (NIEP). The consultancy shall evaluate the current status of implementation, identify institutional and regulatory gaps, and design a detailed, context-adapate implementation strategy, including tools, workflows, dissemination mechanisms, and capacity-building measures, ensuring that these frameworks are not only legally sound, but effectively implemented, widely accessible, and capable of generating tangible benefits for entrepreneurs and MSMEs throughout Angola, to ensure that it is benefiting all. 

Duration of the contract: 10 months.

Date of start: May 2026.

Phase of the procurement: Submission of bids.

PROFILE REQUIRED

• Master’s degree in business development, entrepreneurship, or a related field.  
• Minimum 5 years overall experience, of which at least 3 years of experience in incubation, startup and MSME ecosystems, and innovation programs.  
• Proven ability to develop entrepreneurship legal framework and support services tailored to youth, women, and early-stage entrepreneurs.  
• Demonstrated strong facilitation, mentorship, and coaching skills.
• Fluency in Portuguese and English is required.
