Project Details:
Alinea International, in partnership with Proman, is preparing a proposal for an upcoming technical assistance project supporting the European Union’s cooperation programme with Bangladesh.
The anticipated project will be implemented on behalf of the Delegation of the European Union to Bangladesh and will support the implementation of the EU-Bangladesh Multi-annual Indicative Programme (MIP) 2021-2027. The Facility will provide flexible technical assistance and capacity-building across MIP priority areas — including human capital development and social protection; green inclusive development; and inclusive governance, human rights and the rule of law — while also supporting Team Europe Initiatives and the Global Gateway agenda in Bangladesh.
The assignment is anticipated to start in January 2027 and run for up to 48 months, based in Dhaka, Bangladesh. Selected candidates may be considered for this role subject to project award.
This initiative aims to:
– Support the implementation of the EU-Bangladesh MIP 2021-2027 priority areas in close coordination with the EU Delegation and Government of Bangladesh counterparts.
– Strengthen national institutional capacity to identify, formulate, and implement EU cooperation programmes, including in the context of Team Europe Initiatives and the Global Gateway.
– Support the Government of Bangladesh’s reform agenda in sectors of common priority.
– Provide tailored preparation, monitoring, and evaluation of EU programmes and initiatives.
– Mainstream gender equality, climate resilience, digital inclusion, and civil society engagement across all interventions.
The Role:
Team Leader — 704 working days (minimum, 0.8 FTE over 48 months, Dhaka-based)
The Team Leader will provide overall leadership and coordination of contract implementation, ensuring high-quality delivery of technical assistance and effective engagement with the EU Delegation, Government of Bangladesh counterparts, and wider stakeholder groups.
Specifically, the Team Leader will:
– Maintain close and regular communication with the EU Delegation, ensuring alignment with strategic priorities and facilitating smooth coordination across all components of the contract.
– Lead the planning, deployment, and supervision of non-key experts mobilised under the Facility.
– Oversee the quality and timely delivery of all technical outputs, including assignment-specific Terms of Reference, analytical reports, policy briefs, monitoring frameworks, and capacity-building products.
– Coordinate semi-annual work planning and reporting in close collaboration with the EU Delegation.
– Represent the contractor in steering and coordination meetings with EU and Government of Bangladesh counterparts.
Required Profile:
Qualifications and skills
– A Master’s degree in business administration and/or in a discipline relevant to the EU-Bangladesh MIP priority areas (e.g. renewable energy, green transition, sustainable economic development, SMEs, digitalisation, governance reforms, private sector development, gender). A Bachelor’s degree with an additional 4 years of relevant professional experience is also acceptable.
– Excellent command of oral and written English (C1 level, demonstrated by certificate or past relevant experience).
– Proficiency in Bangla (required, demonstrated by certificate or past relevant experience).
– Certifications in project management (e.g. PRINCE2, PM2) or development cooperation are considered an asset.
General professional experience
– Minimum 10 years of professional experience in project management and/or technical assistance within international development cooperation in developing countries.
Specific professional experience
– Minimum 7 years of experience leading and managing multinational teams with multi-sectoral or multidisciplinary focus.
– Experience managing projects in the field of this contract — support measures, technical assistance facilities, or comparable framework contracts — is considered an asset.
– Relevant expertise in one or more of the EU-Bangladesh MIP priority areas (renewable energy, green transition, sustainable economic development, SMEs, digitalisation, governance reforms, private sector development, gender) is considered an asset.
– Experience with EU development cooperation frameworks and in managing EU-funded programmes (EU rules, procedures, and reporting requirements) is considered an asset.
– Experience from Bangladesh’s institutional landscape and development challenges is considered an asset.
