1.0            It isnotified that the date of submission of Bids and opening of Bids against IFB No. WB/2008/G-13 against Loan from IBRD for Procurement of plant, design, supply & installation, testing and commissioningof 220 kV Substations, 132 kV Substations and 132 KV Bays is here by extended to 27.09.2012. Bids must be delivered on or before 10.30 hrs (IST) on27.09.2012 and shall be opened at 11.00 Hrs (IST)of the same day.

2.0            A complete set of bidding documents in English may be purchased byinterested     bidders up to 26.09.2012 on all working days from 09.00hrs to 17.00 hrs. Formore details, please visit HVPNL website www.hvpn.gov.in.

IFB No.   WB/2008/G-13 

1.0          Govt. of India has received a loan from the International Bank for Reconstruction and Development (IBRD) invarious currencies towards thecost of " Haryana Power System Improvement Project(HPSI)". It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract forplant, supply, installation, testing & commissioning of 220 kV Substations, 132 kV Substations and132kV Bays.

2.0           Haryana Vidyut Prasaran Nigam Limited (HVPNL) now invites sealed bids from eligible bidders for theconstruction and completion of following works:-

Procurement of plant, design, supply & installation,testing and commissioning of 220 kV Substations, 132 kV Substations and 132 KV Bays:-

Package G-13(A):

1. 220 kV Substation HSIIDC Rai, Sonepat with 1x 100 MVA   220/ 132 kV + 1 x 100 MVA 220 /33 kV transformers.
2. 220 kV Substation Sec-6, Sonepat with 1x100 MVA, 220/33 kVtransformers.
   

Package G-13(B):

1. 1.          132kV Substation Tajpur with 2x20/25 MVA 132/33 kV Transformer 
2. 2.          132kV Substation Khewra with 2x20/25 MVA 132/33 kV Transformer 
3. 3.          1 No. 132kV bay at 220 kV Substation Batta for accommodating 132kV S/C Batta- Dhanauri line
4. 4.          2 No. 132kV bays at 132kV Substation Padla, one for accommodating incoming 132 kV supply from 220 kVsubstations Kaithal and second for accommodating 132kV S/C Batta-Padla line and also provision of 2nd 132kVBus arrangement usingsectionalizer.  
5. 5.          2 No. 132kV bays at 132kV Substation Dhanauri for accommodatingincoming 132kV Supply from 220 kV Substation Narwana through 132kV Substation Garhi and 2nd Bay for accommodating 132kV S/CBatta-Dhanauri line along with 2nd 132kV Bus arrangement.

3.0        Interested eligible bidders may obtain further informationfrom and inspect the bidding documents at the office of Chief Engineer / MM, Haryana Vidyut Prasaran Nigam Limited, Shakti Bhawan,Sector-6, Panchkula-134109 (Haryana), India Fax: 0172 ?2583724 / 2565746 Tel. No. 0172-2583724/583727 from 0900 hrs to 1700hrs.

Bidders can bid for Package G-13(A) or Package G-13(B) or for both Packages G-13(A) &G-13(B).

4.0        A complete set of bidding documents in English may bepurchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee ofRs. 12,000 or US $ 300in the shape of demand draft payable to Accounts Officer/cash, Haryana Vidyut Prasaran Nigam Limited (HVPNL),Panchkula from 0900 hrs to 1700 hrs on all working days from 19.07.2012 to 11.09.2012. The document will be sent by airmail / courier for overseas delivery and surface mail or courierfor local delivery.                                                            

TheBidding Documents can also be downloaded from the HVPNL website www.hvpn.gov.in. In this case, the cost of Bidding Document shouldbe submitted in separate envelope in the shape of demand draft of a non-refundable fee of Rs. 12,000 or US $ 300 payable toAccounts Officer/cash, Haryana Vidyut Prasaran Nigam Limited (HVPNL) Panchkula while submitting the bid.

In casethe bid is submitted by the bidder along with the required bid security but without the bid cost, then the bids of such bidderwillalso be opened and the bidder would be asked to submit the required bid cost promptly.

5.0        The provision in the instructions to bidders and in theGeneral Conditions of Contract are the provisions of the bank standard Bidding Document Procurement of Plant Design, Supply andInstallation.

6.0        Bids must be delivered to the above office on or before   10.30 hrs (IST) on 12.09.2012 and mustbe accompanied by the security   of INR 7.11 Million or US $ 0.14 Million for Package G-13 (A) and INR 4.02Million or US $ 0.08 Million for Package-G-13 (B). 

7.0        Bids will be opened in the presence of biddersrepresentatives who choose to attend at 11.00 A.M on 12.09.2012 at the office of ChiefEngineer / MM, Haryana Vidyut Prasaran Nigam Limited, Shakti Bhawan, Sector-6, Panchkula-134109 (Haryana), India Fax: 0172?2583724/ 256574n6 Tel.
