The Government of the Republic of Mozambique (GoM) has applied for financing from the World Bank toward the cost of the Sustainable Energy and Broadband Access in Rural Mozambique Project (PROENERGIA+), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include support and assistance to the national Energy Regulatory Authority (ARENE) in the definition of guidelines and procedures to be followed buy the concessionaire in the application for the allowed revenue for the first regulatory tariff period. The advisory services will focus on but not limited to:
- Review current tariff structure applied by the Mozambique Electricity Utility (EDM) for sales to its customers and propose a new structure in line with contents of Chapter IV of tariff regulations approved by Decree 80/2022;
- Prepare detailed guidelines on the information to be included in the investment plan as prescribed by the Decree 80/22;
- Prepare templates for the filling for tariff application, review and adjustment;
- Define guidelines and procedures to be followed by EDM for submission to ARENE of tariff application for the initial 4-year tariff period, as prescribed in article 55 of tariff regulations approved by Decree 80/2021;
- Support ARENE in the analysis of the tariff application for the initial 4-year tariff period submitted by EDM and make recommendations on the contents of the draft tariff order to be circulated for public consultation;
- Assist ARENE in all steps for public consultation process on the new tariff regime and in drafting the order approving the new tariff structure,
- Provide knowledge transfer to ARENE on tariff application analysis
- Support ARENE in drafting responses to contributions and comments received during the consultation process to be published in ARENE’s website.
The assignment is expected to be completed within eight (8) months.

MIREME now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criterias are proven and documentary evidence of:
- At least ten (10) years of experience conducting similar services and provide at least five (5) references for successfully completed designing electricity tariff regulation, structures,
- Demonstrate experience in assisting regulatory entities on defining tariff setting guidelines and procedures;
- Proven experience in conducting electricity’s cost of service studies in developing countries including Sub-Saharan Africa;
- Proven experience on public consultation processes on electricity tariff
- Proven experience on capacity building on electricity tariff setting and analysis
- Availability of appropriate skills among pre-proposed staff.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 and amended over time (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations.
