1. The Governments of Liberia, Sierra Leone and Chad have received financing from the World Bank toward the cost of the REGIONAL EMERGENCY SOLAR POWER INTERVENTION PROJECT (RESPITE), and intend to apply part of the proceeds toward payments under the Contracts for Design, Supply, Installation & Commissioning of Solar Parks with Battery Storage Systems (BESS) in Liberia, Sierra Leone and Chad, respectively. For the respective contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The RESPITE COORDINATION UNIT (RCU) based in Liberia, the Procurement Agency on behalf of the Implementing Agencies of the beneficiary countries, now invites sealed Bids from eligible Bidders for the Design, Supply, Installation & Commissioning of Solar Parks with Battery Storage Systems (BESS), to be completed within a period between 12-16 months.
3. Bidding will be conducted through Open International Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers (“Procurement Regulations, November 2020”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from and inspect the bidding documents at the offices indicated below, during working hours from Monday to Friday 9am-5pm GMT.
5. The bidding documents in English (for Liberia and Sierra Leone) and French (for Chad) may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non- refundable fee of Three Hundred United States Dollars (USD 300.00). The method of payment will be by direct payment to RESPITE COORDINATION UNIT (RCU) with account number 6101938862 (Swift Code No. ECOCLRLM) held with ECOBANK LIBERIA LTD and submitting the payment advice as evidence to receive the code to download an electronic copy of the two Bidding Documents.
6. Bids comprising of a Technical Part and a Financial Part must be delivered to the address below on or before 11.00am GMT October 5, 2023. Electronic bidding shall not be permitted. Late Bids will be rejected. Technical Parts of Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 11.00 am GMT October 5, 2023. Financial Parts of Bids received from Bidders whose Technical Part is determined to be responsive and meet the qualifications requirements specified in the RFB will be opened subsequently at a date to be specified following the evaluation of the Technical Parts.
7. All Bids must be accompanied by a duly executed Bid Security in the respective sums indicated: Two Hundred and Fifteen Thousand United States dollars (USD215,000.00) for the Liberia Package, and Six Hundred and Thirty-Six Thousand United States Dollars (USD636,000.00) for the Sierra Leone Package (in 3 parts and ALL to be quoted for and awarded as a single contract). Incomplete bid for SL will not be accepted) and Five Hundred and Forty-Five Thousand United States Dollars (USD545,000.00) for the Chad Package valid for 150 days from the date of submission of Bids.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

1. Les gouvernements du Libéria, de la Sierra Leone et du Tchad ont reçu des financements de Banque Mondiale pour financer le Projet d’Intervention Régionale d'Urgence en Matière d'Energie Solaire (RESPITE) et ont l’intention d’utiliser une partie du financement pour effectuer des paiements au titre des Marchés de Centrale Photovoltaïque et Système de Stockage au Liberia, en Sierra Leone, et au Tchad, respectivement. Pour ces marchés respectifs, l’Emprunteur effectuera les paiements en recourant à la méthode de décaissement par Paiement Direct, comme définie dans les Directives de la Banque Mondiale applicables aux Décaissements dans le cadre de Financements de Projets d’Investissement, à l’exception des paiements pour lesquels le marché prévoit l’utilisation de crédit documentaire.

2.     L’Unité régionale de Coordination du Projet RESPITE (URC), localisée eu Liberia et agissant en qualité d’agence d’acquisition pour le compte des agences d’exécution des pays bénéficiaires, sollicite des offres sous pli fermé de la part de soumissionnaires éligibles pour la Conception, la Fourniture et le Montage de Centrale Photovoltaïque et Système de Stockage au Liberia, en Sierra Leone, et au Tchad. Le délai d’exécution est de douze (12) à seize (16) mois.

3.     La procédure d’appel d’offres sera conduite par mise en concurrence internationale en recourant à un Appel d’Offres (AO) tel que défini dans le « Règlement applicable aux Emprunteurs – Passation des Marchés dans le cadre de Financement de Projets d’Investissement novembre 2020 de la Banque Mondiale (« le Règlement de Passation des Marchés »), et est ouverte à tous les candidats éligibles tels que définis dans le Règlement de Passation des Marchés. 

4.     Les Soumissionnaires intéressés et éligibles peuvent obtenir des informations auprès de l’Unité régionale de Coordination du Projet RESPITE (URC) et prendre connaissance des documents d’Appel d’offres à l’adresse 1 mentionnée ci-dessous (de 09.00 et 17.00 GMT)

5.     Le Dossier d’Appel d’offres en français (pour le Tchad) et en anglais (pour le Liberia et la Sierra Leone) peut-être acheté par tout Soumissionnaire intéressé en formulant une demande écrite à l’adresse ci-dessous contre un paiement non remboursable de trois cents dollars des Etats-Unis (US$ 300).  Le paiement doit être effectué par transfert bancaire à RESPITE COORDINATION UNIT (RCU) No de compte 6101938862 (Swift Code No. ECOCLRLM) a ECOBANK LIBERIA LTD. En soumettant l'avis de paiement comme preuve du paiement, le Candidat recevra un code de téléchargement de la version électronique des deux documents d'appel d'offres.

6.     Les Offres comprenant une Partie Technique et une Partie Financière devront être remises à l’adresse 2 ci-dessous au plus tard le 5 octobre 2023 à 11.00h. La soumission des offres par voie électronique ne sera pas permise. Les offres reçues en retard ne seront pas acceptées. Les enveloppes extérieures marquées « OFFRE ORIGINALE », et les enveloppes intérieures marquées « PARTIE TECHNIQUE » seront ouvertes publiquement en présence des représentants désignés des Soumissionnaires et de toute personne qui choisit d’y assister à l’adresse 3 0 ci-dessous le 5 octobre 2023 à 11.00h. Les enveloppes marquées « PARTIE FINANCIERE » resteront fermées et seront conservées en un lieu sûr par le Maître d’Ouvrage jusqu’à la seconde séance publique d’ouverture des Offres à une date qui sera indiquée après l’évaluation des Parties Techniques.

7.     Les offres doivent être accompagnées d’une Garantie de soumission, pour les montants respectifs de deux cent quinze mille dollars des Etats-Unis (USD215,000.00) pour le contrat du Liberia, six cent trente-six mille dollars des Etats-Unis (USD636,000.00) le contrat du Sierra Leone (TOUS doivent être cités et attribués en un seul contrat. L’offre incomplète pour SL ne sera pas acceptée) et cinq cent quarante-cinq mille dollars des Etats-Unis (USD6545,000.00) pour le marché du Tchad valable 150 jours à compter de la date limite de dépôt des offres.

8.     Veuillez noter que le Règlement de Passation des Marchés exige que l’Emprunteur divulgue les informations sur les propriétaires effectifs du Soumissionnaire attributaire, dans le cadre de la Notification d’Attribution de Marché, en renseignant le Formulaire de Divulgation des Bénéficiaires effectifs inclus dans le Dossier d’Appel d’Offres.
