Description : GGGI Uganda Country Office is inviting eligible firms/entities to submit their proposals for the below scope of work:

PROJECT BACKGROUND:
The Government of Uganda places a high priority on accessing climate finance to address its climate change adaptation and mitigation funding needs, as articulated in its Nationally Determined Contributions (NDCs). The Paris Agreement, established in December 2015, outlines a global action plan to avert catastrophic climate change by limiting global warming to well below 2°C. Under the Agreement, Parties are required to compile and submit NDCs, which detail each country's contribution to the global goal of reducing greenhouse gas emissions.
Uganda has committed to a voluntary 24.7% reduction in greenhouse gas emissions below the 2030 business-as-usual scenario in its updated NDC. The implementation of these mitigation policies and measures will span the energy and transport sectors, agriculture, forestry and other land use (AFOLU), peatland, waste, and industrial processes and product use (IPPU). In addition to mitigation, Uganda's NDC also includes adaptation strategies, identifying thirteen priority sectors.
In its updated NDC, Uganda expressed the intention to use Article 6 of the Paris Agreement to achieve its targets. This approach requires robust accounting mechanisms to prevent double counting of emissions reductions towards the NDCs of multiple countries. Therefore, there is a need for an accounting tool that allows for the comparison of mitigation targets with actual progress. The goal is to accurately reflect real levels and changes in emissions resulting from Uganda’s mitigation actions.
GGGI through support from the Foreign, Commonwealth and Development Office (FCDO) and the European Union (EU) aims to address critical gaps in Uganda's climate finance ecosystem including to the Ministry of Finance, Planning and economic Developments, Climate Finance Unit (CFU) and the Ministry of Water and Environment’s Climate Change Department (CCD). Under this support, GGGI will procure a consultancy firm to design the Country’s NDC accounting tool/system to track NDC achievement, assess the impacts of mitigation policies and measures, and evaluate the impacts of Article 6 transactions on Uganda’s NDC baseline.

ASSIGNMENT OBJECTIVE:
The main objective of this assignment is to develop and operate an NDC accounting tool/system for the CCD, Ministry of Water and Environment that consolidates quantitative information on Uganda’s GHG inventory, NDC, and Article 6 transactions into a single dashboard. This tool will enable tracking of NDC achievement, assessment of the impacts of mitigation policies and measures, and evaluation of the effects of Article 6 transactions on Uganda’s NDC baseline. Additionally, the NDC accounting system will facilitate the systematic collection of information required for the NDC’s common tabular format and the structured summary section of the Biennial Transparency Report (BTR).

PROPOSED ACTIVITIES:
Under the scope of this project the selected consulting firm shall complete the following key activities:
1. Design, information collation and analysis
2. Development of an NDC Accounting Tool/Systems
3. Support for Capacity Building:

IMPORTANT TIMELINES:
The tender submission deadline is 13 January 2024, 16:00 pm KST (Korean Standard Time) / 10:00 am EAT.
If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information.

ONLINE TENDER MANAGEMENT:
Once in the Tender Management Area for the tender, there are five possible tabs: ‘Tender’, `Tender Documents`, ‘Correspondence’, ‘Clarifications’ and ‘History’. Select the 2nd tab (`Tender Documents`) where you will find useful information regarding the RFP. Scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents.

OPTING IN & OPTING OUT:
Please note that you may be required to ‘Opt In’ before you can start populating your response. The ‘Opt Out’ functionality will also be available throughout the duration of the tender process. Opting out will give you the option of declaring you no longer want to receive any further communication in relation to this tender along with the opportunity of providing comments and feedback for this decision. You can choose to ‘Opt In’ at any time during the tender process if you initially decided to ‘Opt Out’.

SUBMITTING YOUR RESPONSE VIA THE PORTAL:
