Objectives: To commission a consultancy service for analyzing the landscape and partnership opportunities of the Project Preparation Facility (PPF) by benchmarking with peer project preparation facilities, assessing market gaps, and identifying opportunities for collaboration, with the aim of enhancing access to climate finance and leveraging resources for developing comprehensive project preparation strategies.
Eligibility criteria: 1. Lead Consultant Qualifications: Minimum of a master's degree in social science, economics, engineering, or relevant experience; at least ten years experience in climate finance or related sectors; excellent technical knowledge in project financial structuring, and proficiency in English. 2. Associate Consultant Qualifications: Minimum of a master's degree in social science, economics, engineering, or relevant experience; at least five years of project management experience in climate change or sustainable development projects, with financial structuring knowledge, and proficiency in English. 3. Technical Proposal: Must demonstrate understanding and expertise in peer landscape analysis, corporate evaluations in a multilateral setting and/or climate finance project preparation, and technical assistance facilities. 4. Evaluation of Proposals: Based on technical expertise (30 points), methodology and work plan (30 points), personnel and project team qualifications (40 points). Technical proposals require a minimum score of 75 out of 100 to proceed to financial evaluation. 5. Financial Proposal: Includes detailed cost breakdowns. The lowest evaluated proposal receives a maximum score of 100. 6. Submissions must adhere to the Green Climate Fund tendering process and requirements, including the submission of requested documentation and acceptance of terms. 7. The consultancy provides a comprehensive analysis that will contribute to strategic review and inform operations in the GCF-2 period (2024-2027), and develop a knowledge product for GCF partners.
