Description : Global Green Growth Institute in Jordan invites all eligible companies to submit their proposals for consulting services to support the development of a Green Employment National Action Plan for Jordan.
PROJECT BACKGROUND:
Jordan faces resource scarcity and climate and environmental vulnerability necessitating an urgent transition towards a more sustainable and resource-efficient economy. Environmental challenges, such as desertification, land degradation, and water scarcity, can be mitigated through green jobs that minimize the negative environmental impact of industries and encourage sustainable practices. High unemployment rates, especially among refugees, youth, and women, can be addressed by generating new green employment opportunities, targeting marginalized groups, and promoting inclusion. Green jobs also contribute to climate change mitigation, helping Jordan meet its commitments under the Paris Agreement. Furthermore, green jobs projects align with the UN SDGs. In sum, sustainable, inclusive green jobs creation projects in Jordan can contribute to addressing the country's economic, social, and environmental challenges.
GGGI is implementing the JO11 project titled "Creating Sustainable Green Jobs for Refugees and Host Communities through the Green Economy in Jordan" co-financed by KOICA and GGGI over three years (2023-2026). The project aims to achieve the following three main outcomes:
1. Provide evidence of the economic and environmental benefits of green employment to enable a green employment environment in Jordan;
2. Enhance job seekers' employability in green sectors through skill development and increased climate change awareness (especially women and youth); and,
3. Establish green business incubation & acceleration on/offline programs for green entrepreneurs / green startups for green entrepreneurs/green startups.
OBJECTIVE OF THE ASSIGNMENT:
Under the JO11 project’s first outcome, this consultancy supports the development of a robust and actionable 5-year Green Employment National Action Plan (GENAP) for Jordan, to be endorsed by the Government. This action plan aims to establish the reference policy and strategic framework in order to support green business growth, create green jobs, and foster a green skilled workforce in key sectors of the green economy. The consultancy will set key outcomes and objectives, identify priority actions, and develop detailed action implementation strategies as a roadmap. In addition, the assignment will establish a comprehensive Monitoring, Reporting, and Learning (MRL) framework to track progress, evaluate impacts, and ensure the effective implementation of the action plan.
The assignment aims to achieve the following objectives:
• A government-validated 5-year Green Employment National Action Plan, developed through consultations with relevant stakeholders.
• Detailed implementation plans targeting green employment priorities, supported by key actions, evidence, and MRL framework.
This objective is aligned with the proposed GENAP outline included in this Terms of References which will guide the consultancy in creating a practical and impactful strategy for Jordan's inclusive green employment environment.
PROPOSED ACTIVITIES & SCOPE OF WORK:
The service provider will work in close coordination with the GGGI team, and in consultation with the Ministry of Environment, Ministry of Labor, and other relevant agencies, private sector, academia, and civil society stakeholders to carry out the below detailed tasks. The following activities are proposed to ensure a robust and actionable Green Employment National Action Plan (GENAP) for Jordan, incorporating evidence-based practices and extensive stakeholder consultations, and supporting the development of an inclusive green jobs ecosystem and just transition. The service provider can propose the outlines for the delivery which aligns with Jordan’s institutional context, including its regulatory frameworks, policy development processes, and established working and decision-making practices to ensure coherence and relevance to Jordan's context.
Task 1. Deliver Kick-off Workshop: Introduce the project to stakeholders, build a common understanding on green employment in Jordan and definition of green jobs, emphasize the importance of the GENAP, and invite them to cooperate on the next steps.
• Participants: Government (Ministries of Labour (MOL), Environment (MoEnv), Planning (MOPIC), , Technical and Vocational Skills Development Commission (TVSDC), Department of Statistics (DOS), Prime Ministry (PM), and so on), private sector, civil society, labor representatives, and international donors.
Task 2. Produce Consultation Outcome Report: Gather data through consultations (Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs)) alongside desk research will inform development of a longlist of Actions. The assessment will be built on the research being undertaken by GGGI, to be shared with the selected firm, available literature, government’s strategy and will require consultation.
• Consultations:
o Key Government Stakeholders (including MOL, MOENV, MODEE, TVSDC, MOE, Ministry of Higher Education (MOHE), and other key ministries and government bodies).
o Private Sector: Chambers of Commerce and Industry, Skills Councils, key sectoral businesses.
o Labor Force and Job Seekers: Focus groups with non-youth, youth, women, and refugees (both urban and rural and both employed population and job seekers).
o Development Partners: Such as ILO, UNHCR, UNWOMEN, and other appropriate sectoral partners.
• Identification of Green Employment Actions and Development of MRL Framework:
o Based on the consultation findings, develop a proposed definition for green jobs in the Jordan context, develop/identify at least 30 actionable items.
Each key action should be accompanied by:
Objectives

KPIs and expected outcomes
Risks and mitigation measures
Linkages to the six sectoral Green Growth National Action Plans (GG-NAPs) Framework objectives
Task 3. Produce Priority Green Employment Actions List and MRL Framework: Present draft green jobs definition and prioritize the proposed actions through a small group workshop by stakeholders, and revise as needed, including a revised green employment key action list (10 to 15 Key actions). Establish the MRL framework and indicators (including their environmental/social impact), validated by stakeholders.
• Participants: Government, public sector, academia, and development partners.
Task 4. Produce Draft Green Employment Action Plan: Consolidate the key actions and roadmap into the green employment national action plan. (Please refer to the “Suggested Outline” in the detailed Terms of Reference).
Task 5. Review and validation of GENAP: The review/revision of GENAP, including validation workshop with key ministries and stakeholders. The consulting firm will undertake revisions based on stakeholder feedback and validation workshop.
Task 6. Finalize & Present the GENAP: The GENAP will be edited following the validation workshop, circulated with key ministries and stakeholders for final review, and final product presented to key stakeholders, ready for government approval.

January 2025, 10:00 am, Jordan Local Time (16:00 Hrs Korean Standard Time) to address any queries/clarifications relating to the assignment and procurement process

The tender submission deadline is FEBRUARY 14, 2025 16:00 HRS KOREAN STANDARD TIME (KST).
If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 14 Feb 2025 KST, then the due date for submission of request for clarification is 16:00 7 Feb 2025 KST).
Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).
