Description : GGGI is inviting eligible firms/entities to submit their proposals for the following scope of work under the SPAR6C program in Thailand:

Important note: Service providers (in case of consortium, at least the lead entity) must be a legal entity incorporated and registered in Thailand and/or able to receive payment in Thailand.

PROJECT BACKGROUND:
The SPAR6C program in Thailand supports the Division of Climate Change and Environment (DCCE) and Thailand Greenhouse Gas Management Organization (TGO) with technical assistance and capacity building in the areas of medium- and long-term emissions planning, governance, and mitigation activity development to achieve its market engagement objectives under Article 6 (A6) of the Paris Agreement.

Thailand’s current carbon market governance approach – including many details about the administrative processes for government entities and the private sector in Thailand – is outlined in the “Carbon Credit Guideline” (Formally Carbon Credit Management Guideline and Mechanism, CCMGM); this guideline is currently under revision and will be presented to the National Committee on Climate Change and the Cabinet in due course – it is set to include further Article 6 principles and regulations. Thailand’s Article 6 Operations Manual developed by SPAR6C and set to be utilized to manage Article 6 processes internally in the government, further details processes and responsibilities for Article 6 activities. Furthermore, Thailand has been engaged in carbon market activities with its own Verified Emission Reduction System (T-VER) for many years.
Thus, having develop most of the Article 6 framework and having successfully entered bilateral agreements under Article 6.2 with countries like Switzerland and Japan, Thailand is now looking to adopt a strategic approach for the use of the Article 6 mechanism to support the medium and long-term low emission planning and to engage in international carbon markets in a way that safeguards environmental integrity, promotes sustainable development, and raises climate action ambition, especially with a view to NDC 3.0.

SPAR6C aims to support this endeavour by producing a targeted strategic advisory study for Thailand’s long-term participation in Article 6, the use of the Article 6.4 mechanism (PACM), ensuring high-integrity credits, and nature-based approaches. This analysis shall support informed decision-making and strengthen Thailand’s understanding of the implications of these approaches on its broader NDC commitments. The main objective of the analysis is to develop specific, practical recommendations for Thailand to engage in Article 6 strategically and answer the key questions included under this assignment.

The SPAR6C project has four main activities in Thailand during 2022-2027 as part of Work Package V:  
• A0. Needs and readiness assessment 
• A1. Medium and long-term low emission planning 
• A2. Governance framework 
• A3. Pilot transactions

ASSIGNMENT OBJECTIVE:
The objective of this call is to find a consulting firm (hereinafter referred to as ‘Consultant’) to provide technical support for the SPAR6C program in Thailand. The support is linked to Activity 1 “Medium and long-term emission planning”

IMPORTANT TIMELINES:
The tender submission deadline is 20 May 2025, 16:00 pm KST (Korean Standard Time) / 14:00 pm GMT+07.
Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information.

Scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents.
