Description : GGGI Indonesia Country Office is inviting eligible universities or university research centers to submit their proposals for the following scope of work under the “Renewable Energy – Accelerated Transition” (RE-ACT) project:

PROJECT BACKGROUND:
As part of the Indonesia country program, GGGI is implementing the “Renewable Energy – Accelerated Transition” (RE-ACT) project which offers technical assistance to Indonesia to achieve its renewable energy and net zero emission targets. The RE-ACT is led by the Directorate of Various New and Renewable Energy (DEA – Direktorat Aneka Energi Baru Terbarukan) of Ministry of Energy and Mineral Resources (MEMR), as the executing government agency. The Ministry of National Development Planning (Bappenas) is the co-chair of the RE-ACT project.

RE-ACT works with the Government of Indonesia (GOI) to address policy hurdles and create an enabling environment for private investment in renewable energy, ultimately supporting more ambitious Nationally Determined Contributions (NDCs). Since its inception, RE-ACT has supported regional governments, including West Papua, in developing their energy plans. In its third year (2024), RE-ACT successfully assisted in formulating the West Papua Regional Energy Planning (RUED – Rencana Umum Energi Daerah), which was formally issued through West Papua Regional Regulation No. 2/2024 in January 2024.

West Papua energy planning applies Long-Range Energy Alternatives Planning System (LEAP) modelling tools to analyze energy demand and supply projection in West Papua from the baseline year 2022 to 2050. The West Papua RUED document outlines the current energy conditions in West Papua and projects future energy trends based on socio-economic growth, primary energy potential, and other key variables. It aligns with national goals for renewable energy, energy transition, and net-zero emissions while emphasizing green growth and community development. This document projects that the contribution of renewable energy to West Papua's primary energy mix will be 7% in 2030 and 19% in 2050. These figures are significantly below the targets set in the National Energy Policy (KEN – Kebijakan Energi Nasional), which aims for a 23% share of renewable energy by 2025 and 31% by 2050. West Papua’s energy planning focuses on increasing natural gas utilization to replace coal and diesel, leveraging the region’s high natural gas potential in the Bintuni Bay area. However, the electricity mix targets a higher renewable energy share, with goals of 10% by 2030 and 34% by 2050 with solar energy utilization of 20 MW and 150 MW respectively.

This document also outlines several policy directions to achieve West Papua's energy goals, including energy supply for local demand, the utilization of new and renewable energy, energy conservation and diversification, environmental impact management, energy pricing, subsidies and incentives, and energy management capacity. As part of the policy direction on new and renewable energy utilization, increasing the use of solar energy for electricity generation has been a top priority. To scale up solar energy development, West Papua plans to formulate regulations on solar energy utilization. Consequently, studies and pilot projects are needed to guide policy direction for solar energy expansion in the region. While wind energy has not been emphasized as strongly in regional policy direction, it remains worth considering due to the potential wind resources in the region.

Since the development of RUED involves several planning documents—including medium- and long-term regional planning, land-use planning, provincial industrial planning, and others—it is important to align these with West Papua's energy goals, particularly in support of industrial sector development. Several areas in West Papua have been prioritized for industrial growth. Expanding energy access through renewable sources such as solar and wind could support socio-economic development in these areas. To this end, GGGI is supporting the Government of Indonesia (GOI) in assessing the technical and financial feasibility of integrating solar and wind energy into selected load points. The specific study location will be determined through discussions between GGGI and the Provincial Government in a Regional Energy Forum. Ultimately, the study aims to evaluate whether this renewable energy approach is bankable and capable of attracting investment

This activity aims to assess the site-specific feasibility to integrate solar and wind energy into the system. The output of this assessment will comprise of the following:
1. Energy Demand & Resource Assessment
2. System Design & Optimization
3. Grid Connection & Infrastructure Planning
4. Land Acquisition & Regulatory Compliance
5. Investment Readiness & Bankability
6. Construction, Operations & Resilience

OBJECTIVE OF THE ASSIGNMENT:
GGGI is seeking to engage the services of a Consulting Firm (hereinafter called “Consultant”) possessing expertise in renewable energy engineering, consulting, project management, and renewable energy investment. This work will mainly focus on renewable energy development assessment, including data gathering, analysis, evaluation and coordination with the Government stakeholders as RE-ACT’s partners, therefore, the selected Consultant with expertise in providing consultancy services for renewable energy projects is preferred, particularly projects in Indonesia.

PROPOSED ACTIVITIES:
The Consultant shall carry out the scope of services with the below activities:

• Conducting a pre-feasibility study on integrating solar power plant in the West Papua province to increase renewable energy penetration while phasing out the existing diesel power plant.
• Stakeholder Engagement: Collaborate with key stakeholders, including West Papua Regional Government, Bappenas, MEMR, PLN, IPPs, and other relevant stakeholders for data gathering and verification as well as soliciting feedback for the study.
• Present the study and results to relevant counterparts in a Forum Energi Daerah (FED - Regional Energy Forum) or other workshops through online participation.

The tender submission deadline is 20 June 2025, 16:00 pm KST (Korean Standard Time) / 15:00 pm WITA.
Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).
