Description : GGGI Dominican Republic is inviting eligible firms/entities to submit their proposals for the Consultancy for Specialized Engineering Services, including Schematic and Technical Design for the Implementation of the Dominican Republic’s 30x30 Strategy – Terrestrial Component – in accordance with the methodology of the National Public Investment System (SNIP) of the Dominican Republic.
PROJECT BACKGROUND:
The Dominican Republic is a lower-middle-income island nation, with one of the highest projected economic growth rates in the region, forecasting GDP growth of 4.5% to 5% for 2025. Due to its geographic location, the country is prone to adverse climate events that hinder sustainable growth and development and undermine national recovery and protection efforts.
In this context, the Dominican government has committed to the 30x30 conservation pledge, which will be implemented through the “Dominican Republic 30x30 Strategy.” This is an organizational and operational strategy aimed at conserving and sustainably managing 30% of the country’s territory, both marine and terrestrial. Its priorities include improving the management of existing protected areas, expanding conservation of marine and terrestrial protected areas, biodiversity protection, strengthening natural services, and other interventions to support sustainable development and close gaps aligned with the 23 targets set by the Kunming-Montreal Global Biodiversity Framework 2022.
The 30x30 program is the pathway through which the Dominican Republic will fulfill its commitment to the Kunming-Montreal Global Biodiversity Framework. It is structured into six components, each with priority initiatives for implementation over the next 2–3 years. The terrestrial and marine fronts identified 18 terrestrial protected areas and 3 priority marine protected areas.
The target is to effectively manage 30% of the national territory under protection:
• 14,459.4 km² terrestrial
• 128,572 km² marine
Key statistics and targets under the strategy include forest recovery, mangrove protection, ecosystem restoration, species conservation, and biodiversity area coverage. (See original document for table details.)
The objective of this consultancy is to identify, design, and integrate a phased project under the SNIP framework that supports ecosystem conservation, restoration, and climate change adaptation, while benefiting biodiversity, the socioeconomic progress of local communities, and the inclusion of vulnerable populations.
Proposed Activities and Scope of Work
1) Proposed Activities for the Overall Project
The consulting firm will advise, train, and support the Ministry of Environment and Natural Resources (MMARN) in preparing the public investment project for implementing the Dominican Republic 30x30 Program, including engineering services, schematic design, technical proposal, and the project’s master plan under the 2023 Methodological Guide for Project Formulation for NDC, Climate Change, and Risk Management.
This consultancy aims to develop initiatives that increase public spending related to the 30x30 Program, considering climate change adaptation and mitigation, as well as to identify and measure key impact indicators for monitoring purposes once these initiatives are included in the national budget.
The consultancy will support the Dominican government in the proper integration of projects into the National Public Investment System (SNIP) that can increase both domestic and international climate finance flows, particularly using dedicated climate funds. Additionally, it will provide technical scrutiny in the development areas of each project, strengthening the Ministry's capacity in the formulation of public investment projects.
The consulting firm will design and structure projects based on the official methodology for formulating initiatives and projects aligned with the Nationally Determined Contribution (NDC), climate change, and disaster risk management. It will carry out information-gathering sessions involving key stakeholders and conduct the design and integration process to pilot and apply the proposed methodology. To this end, the firm will coordinate with key public and private institutions at the national, regional, and local levels to provide relevant information that supports the development of project documents in line with the required tagging methodology. Furthermore, the firm will ensure alignment of the formulation methodology with the current Climate Change Budget Classifier.
Proposed activities
1. Prepare preliminary engineering and schematic design services to define project scope, economic feasibility, and timeline.
2. Propose schematic design and studies for basic project infrastructure.
3. Design the full road infrastructure schematically.
4. Propose schematic design and studies for the first implementation phase.
5. Submit Terms of Reference for Environmental Impact Assessment as required.
6. Provide capacity-building and planning support to MMARN technical teams.
7. Support MMARN in securing administrative approvals for the project.
2) Scope of Work
Deliverable 1: Work Plan and Initiative Identification
• Develop and submit a work schedule, taking into account the approval stage by the General Directorate of Public Investment.
• Prepare a study of variables related to the problem analysis and its objectives, as well as a review of existing documents, prior studies, and relevant data, based on the framework of the Dominican Republic 30x30 Strategy.
• Analyse the current regulatory framework, historical background of the sector, and define the project’s scope and expectations.
• Prepare preliminary engineering services and schematic designs necessary to define the project's design and construction procedures, in order to obtain a more complete design, economic scope, and execution timeline for the development project.
• Prepare an executive summary, including technical aspects and key project highlights such as an overview, general objective, and specific objectives of the project.
Deliverable 2: Project Profile
• Identify the main components and targets, detailing essential elements and specific objectives for each project phase.
• Investigate conditions in the intervention area, characterize the target population, and assess the need and capacity to absorb the benefits of the project.
• Develop a detailed budget, analyse technical requirements, necessary infrastructure, technological resources, and plan for human resources, materials, and the time required for each project stage.
• Evaluate short- and long-term economic impacts, including an analysis of direct and indirect economic effects on the local economy, as well as effects on social well-being, employment, and quality of life.
• Identify potential risks and develop mitigation strategies and contingency plans based on those risks.
• Conduct an environmental assessment of how the project may affect the natural environment, including flora, fauna, and natural resources, and develop mitigation and environmental management plans to minimize negative impacts and promote sustainability.
• Ensure that the project complies with all relevant environmental laws and regulations
Deliverable 3: Pre-feasibility/Feasibility Analysis
• Conduct an initial analysis of the project's technical, economic, and legal feasibility, and identify potential risks. This will be carried out in coordination with the technical team designated by the Ministry of Environment and Natural Resources (MMARN).
• If needed, engagement with local communities will be conducted together with MMARN. The consulting firm will be responsible for logistical arrangements, while MMARN will provide leadership.
• Develop cost projections and financial analysis for the short, medium, and long term, along with a detailed implementation schedule.
• Preliminary engineering studies will be carried out as required, based on technical needs and the availability of funds allocated by MMARN.
• Develop the essential elements and their interrelationships, not limited to this list, in accordance with the project formulation methodology. Summarize the results of each study conducted.
• Propose measures to optimize the project's implementation and operation, including phases, tasks for inclusion in the National Budget, and responsible parties.
• Conduct at least three training workshops to provide relevant information to public stakeholders involved in project design. These workshops will present key findings, potential improvements, and training materials on project formulation. This activity includes the development of training materials and the preparation of a report summarizing the main findings from each workshop.
• Submit validated project documentation under the SNIP framework, approved by MMARN personnel, and involving GGGI staff in its implementation.
Specialized Project Support
As part of the consultancy scope, the following must be included: participation and support in meetings with the National Directorate of Public Investment, the development of three (3) workshops, and ongoing client support. In addition, the consultant must deliver an advisory document on permits, which should include:
• Attendance at meetings with the National Public Investment Directorate.
• Three workshops and client support.
• Advisory document on permit procedures, including those from MMARN, MITUR, INAPA, and others as needed.
3) About Terms of reference language
Terms of reference language are in English.

IMPORTANT TIMELINES:
This project is expected to be completed in 5 months upon contract signing.
The tender submission deadline is 30 June 2025, 16:00 pm KST (Korean Standard Time).
If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 30 June KST, then the due date for submission of request for clarification is 16:00 23 June KST).
Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal.
