Objectives: The tender seeks to initiate a preliminary assessment for the digitalization of Human Resources (HR) services within Chad's Ministry of Education and Civic Promotion. The project focuses on developing a comprehensive overview of current HR services at both central and decentralized levels, preparing them for digital transformation and decentralization processes. This assessment aims to strengthen HR management capacities through digital tools, aligning with sectoral objectives and policy directives laid out in Chad's National Teacher Policy (PNET) for 2024-2030.
