Eligibility criteria: Eligible entities are required to submit sealed bids in accordance with the standard International Public Tender procedures as outlined by the Inter-American Development Bank. This includes adherence to the IDB policies GN-2349-15 and GN-2349-15, effective January 1, 2020. Bidding is open to all participants from eligible countries defined within the tender documentation. To qualify, entities must demonstrate compliance with financial, legal, and technical requirements. There is no preference margin for national contractors or small business associations. Additionally, bids should include a bid maintenance guarantee of USD 250,000. The final evaluation will follow the Best Final Offer method. Interested firms must acquire bidding documents through the specified email. Proposals must be submitted in hard copy by 08 August 2025, 13:00 Ecuadorian Continental Time, with physical presence required for bid opening at the specified venue by 14:00 the same day. Late submissions and electronic bids are not accepted.
